HOUSE RESOLUTION NO. 49

SPECIAL DAY/WEEK/MONTH:  Designates Tuesday, April 28, 2015, as Healthy Start
Day at the state capitol
1	A RESOLUTION
2To designate Tuesday, April 28, 2015, as Healthy Start Day at the state capitol.
3 WHEREAS, it is appropriate to commend the city of New Orleans, Family Road of
4Greater Baton Rouge, Crescent City WIC Services of Gretna, and the Family Tree
5Information Education Counseling Center of Lafayette upon their receipt of a grant from the
6United States Department of Health and Human Services to operate Healthy Start Programs
7in the state of Louisiana; and
8 WHEREAS, the United States Department of Health and Human Services has
9charged local agencies that receive the federal grant with the task of improving access to
10care, promoting quality services, strengthening family resilience, and improving program
11accountability; and
12 WHEREAS, the goal of the Healthy Start Program is to give pregnant women the
13resources needed to improve their own health and the health of their babies; and
14 WHEREAS, the Health Resources and Services Administration of the United States
15Department of Health and Human Services began funding fifteen Healthy Start initiatives
16in 1991; this infant mortality reduction initiative currently has over one hundred five
17federally funded Healthy Start projects in thirty-nine states and the District of Colombia, the
18U.S. Virgin Islands, and Puerto Rico; and
19 WHEREAS, the Healthy Start Program infant mortality reduction initiative is a
20valuable resource and intervention program that eliminates disparities in perinatal health

1resulting from multiple factors including race, education, income, disability, or living in a
2rural area; and
3 WHEREAS, through home visitation, case management, outreach, health education,
4and depression screening, the Healthy Start Program reduces negative birth outcomes and
5the infant mortality rate. 
6 THEREFORE, BE IT RESOLVED that the House of Representatives of the
7Legislature of Louisiana does hereby designate Tuesday, April 28, 2015, as Healthy Start
8Day at the state capitol and does hereby commend the city of New Orleans, Family Road of
9Greater Baton Rouge, Crescent City WIC Services of Gretna, and the Family Tree
10Information Education Counseling Center of Lafayette for their valuable contributions in
11improving the health of moms and babies in the state of Louisiana.
