HLS 15RS-1332 ORIGINAL 2015 Regular Session HOUSE STUDY REQUEST NO. 1 BY REPRESENTATIVES HARRISON AND PEARSON RETIREMENT/FUNDING: Requests the House Committee on Retirement to meet and study the process of funding retirement benefits for elementary and secondary education employees and to investigate potential improvements to such process 1 A STUDY REQUEST 2To the House Committee on Retirement to study the process of funding retirement benefits 3 for elementary and secondary education employees and to investigate potential 4 improvements to such process and to report its findings to the House of 5 Representatives prior to the convening of the 2016 Regular Session of the 6 Legislature of Louisiana. 7 WHEREAS, the State Board of Elementary and Secondary Education is responsible 8for developing the minimum foundation program formula and for allocating the monies 9appropriated each year pursuant to such formula in order to provide a minimum funding 10level for elementary and secondary public education; and 11 WHEREAS, retirement costs are a component part of education funding, including 12amounts intended to liquidate the Initial Unfunded Accrued Liability of the Teachers' 13Retirement System of Louisiana; and with the expansion of charter schools which do not 14have to participate in the Teachers' Retirement System, the full amount of Initial Unfunded 15Accrued Liability payments must be borne by traditional public schools; and 16 WHEREAS, there may be a more effective mechanism for funding some or all 17retirement costs associated with elementary and secondary education. 18 THEREFORE, the House of Representatives of the Legislature of Louisiana requests 19the House Committee on Retirement to study the process of funding retirement benefits for 20elementary and secondary education employees and to investigate potential improvements Page 1 of 2 HLS 15RS-1332 ORIGINAL HSR NO. 1 1to such process and to report its findings to the House of Representatives prior to the 2convening of the 2016 Regular Session of the Legislature of Louisiana.
