Prefiled pursuant to Article III, Section 2(A)(4)(b)(i) of the Constitution of Louisiana.
1	AN ACT
2 To amend and reenact R.S. 36:508.3(D), the introductory paragraph of R.S. 36:508.4(B),
3 R.S. 36:508.4(B)(3) and (C), and Section 3 of Act No. 719 of the 2014 Regular
4 Session of the Legislature, and to enact R.S. 51:3136(A)(9), relative to the office of
5 multimodal commerce in the Department of Transportation and Development; to
6 provide for divisions in the office of multimodal commerce; to extend the time for
7 creation and approval of an operational plan for the office by the Multimodal
8 Commerce Advisory Commission; to add the commissioner of the office of
9 multimodal commerce as a member of the Louisiana Board of International
10 Commerce; to provide a time to appoint the commissioner of multimodal commerce;
11 and to provide for related matters.
12 Be it enacted by the Legislature of Louisiana:
13 Section 1.  R.S. 36:508.3(D) is hereby amended and reenacted to read as follows:
14 §508.3. Office of multimodal commerce; functions; commissioner; deputy
15	commissioner; powers and duties

17	D. The powers, duties, responsibilities, budgetary authority, employees,
18 equipment, facilities, and funding of the office of multimodal commerce shall be
19 allocated among the following divisions of such office:
20	(1) Commercial trucking.
21	(2) Ports and harbors waterways.
22	(3) Aviation.
23	(4) Rail Freight and passenger rail development.
24	(5) Maritime.
25	(6) Intercity public mass transit.

1 Section 2.  The introductory paragraph of R.S. 36:508.4(B) and R.S. 36:508.4(B)(3)
2 and (C) are hereby amended and reenacted to read as follows:
3 §508.4. Multimodal Commerce Advisory Commission

5	B. The Multimodal Commerce Advisory Commission shall meet and develop
6 an operational plan for the 2015 2016 Regular Session of the Legislature for the
7 following:
8	*          *          *
9	(3) Proposed legislation for the 2015 2016 Regular Session of the Legislature
10 necessary to implement the operational plan on July 1, 2016.
11	C. The operational plan of the Multimodal Commerce Advisory Commission
12 shall be presented to the Senate and House committees on transportation, highways,
13 and public works for their review, amendment, and approval no later than February
14 1, 2015 2016.

16 Section 3.  R.S. 51:3136(A)(9) is hereby enacted to read as follows:
17 §3136. Membership of board
18	A. The board shall consist of the following members:

20	(9) The commissioner of the office of multimodal commerce in the
21 Department of Transportation and Development or his designee.

23 Section 4.  Section 3 of Act No. 719 of the 2014 Regular Session of the Legislature
24 is hereby amended and reenacted to read as follows:
25	Section 3.  The provisions of Section 1 of this Act shall become effective on
26 July 1, 2016, except that the provisions of R.S. 36:508.3(C) shall become effective
27 January 12, 2016.
28 Section 5.  The provisions of this Section and Section 1 of this Act shall become
29 effective on July 1, 2016.
30 Section 6.  The provisions of this Section and Section 2 of this Act shall become

1 effective on July 1, 2015.
2 Section 7.  The provisions of this Section and Sections 3 and 4 of this Act shall
3 become effective on January 12, 2016.
