EDUCATION ACCOUNTABILITY. Provides relative to the La. Competency-Based
Education Program and the La. Education Assessment Program (LEAP) tests. (gov sig)
1 AN ACT
2 To amend and reenact R.S. 17:24.4(F)(1)(a) and (c), relative to the Louisiana Competency-
3 Based Education Program; to provide relative to state content standards and related
4 assessments; to provide relative to the implementation and administration of
5 Louisiana Educational Assessment Program tests; and to provide for related matters.
6 Be it enacted by the Legislature of Louisiana:
7 Section 1. R.S. 17:24.4(F)(1)(a) and (c) are hereby amended and reenacted to read
8 as follows:
9 ยง24.4. Louisiana Competency-Based Education Program; statewide standards for
10 required subjects; Louisiana Educational Assessment Program; parish
11 or city school board comprehensive pupil progression plans; waivers

13 F.(1)(a) The state Department of Education shall begin implementation of
14 a implement the Louisiana Educational Assessment Program with the approval of
15 the State Board of Elementary and Secondary Education.

17 (c) Standards-based assessments in English language arts, mathematics,

1 science, and social studies shall be based on state content standards that represent
2 the knowledge and skills needed for students to successfully transition to
3 postsecondary education and the workplace and rigorous student achievement
4 standards set with reference to test scores of students of the same grade level
5 nationally. The assessments shall be implemented by the State Board of Elementary
6 and Secondary Education. Such tests state Department of Education and shall be
7 administered, at a minimum, in grades three through eleven.

9 Section 2. This Act shall become effective upon signature by the governor or, if not
10 signed by the governor, upon expiration of the time for bills to become law without signature
11 by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If
12 vetoed by the governor and subsequently approved by the legislature, this Act shall become
13 effective on the day following such approval.

Present law provides for the La. Competency-Based Education Program, including the
implementation of statewide content standards for required subjects and the La. Educational
Assessment Program (LEAP). Requires standards-based assessments for required subjects
(English language arts, math, science, and social studies) to be implemented by the State
Board of Elementary and Secondary Education (BESE) and administered in at least grades
3 through 11. Provides that such assessments be based on state content standards and
rigorous student achievement standards comparable to national student achievement levels.
Proposed law retains present law provisions with regard to implementation of LEAP tests
and further specifies that state content standards shall represent the knowledge and skills
needed for students to successfully transition to postsecondary education and the workplace.
Proposed law provides for implementation of the standards-based assessments by the Dept.
of Education instead of BESE.
Effective upon signature of the governor or lapse of time for gubernatorial action.
