1	AN ACT
2 To amend and reenact R.S. 3:4201(3) and 4215(B) and to enact R.S. 3:4201(23), relative to
3 meat and poultry inspection; to provide relative to definitions; to provide for certain
4 exemptions to inspection requirements; and to provide for related matters.
5 Be it enacted by the Legislature of Louisiana:
6 Section 1.  R.S. 3:4201(3) and 4215(B) are hereby amended and reenacted and R.S.
7 3:4201(23) is hereby enacted to read as follows:
8 §4201. Definitions
9	As used in this Chapter, except as otherwise specified, the following terms
10 shall have the meanings stated below:

12	(3) The term "meat broker" means any person, firm or corporation engaged
13 in the business of buying or selling carcasses, parts of carcasses, meat, or meat food
14 products of cattle, sheep, poultry, swine, goats, horses, mules or other equines on
15 commission, or otherwise negotiating purchases, or sales, or transactions of such
16 articles other than for his own account or as an employee of another person, firm or
17 corporation.

19	(23)  The term "intervening transfer or storage" means no longer in
20 possession of meat products.

1	B.  The provisions of this Chapter requiring inspection of the slaughter of
2 animals and the preparation of carcasses, parts thereof, meat and meat food products
3 shall not apply when all of the following apply:
4	(1)  The operations are of types traditionally and usually conducted at retail
5 stores, and restaurants, and similar retail type establishments.
6	(2)  When said The operations are conducted at a retail store, restaurant, or
7 similar retail type establishment, owned by the same person that operates the
8 facility. and
9	(3)  Are The products are for sale in normal retail quantities, or are part of
10 a normal retail service, and.
11	(4)  Are The products are sold or provided to consumers at such
12 establishments.
13	(5)  The products are sold and transported directly to the consumer by
14 the retail store, restaurant, or similar retail type establishment's employees or
15 a common carrier, provided there is no intervening transfer or storage.

17 Section 2.  This Act shall become effective upon signature by the governor or, if not
18 signed by the governor, upon expiration of the time for bills to become law without signature
19 by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If
20 vetoed by the governor and subsequently approved by the legislature, this Act shall become
21 effective on the day following such approval.
