FISCAL CONTROLS. Provides for communication between the Senate Committee on
Finance, the House Committee on Appropriations and the division of administration relative
to the preparation of the executive budget. (gov sig)
1 AN ACT
2 To enact R.S. 39:34.1, relative to budgetary matters; to provide for meetings of the Senate
3 Committee on Finance, the House Committee on Appropriations and the division of
4 administration relative to communications regarding preparation of the executive
5 budget; and to provide for related matters.
6 Be it enacted by the Legislature of Louisiana:
7 Section 1. R.S. 39:34.1 is hereby enacted to read as follows:
8 ยง34.1. Legislative communication
9 Each year prior to the presentation of the executive budget, the Senate
10 Committee on Finance and the House Committee on Appropriations, with
11 either committee convening a meeting separately or jointly, shall meet to receive
12 from the commissioner of administration pertinent financial information used
13 in the confection of the executive budget. Such information shall include
14 pending budgetary and financial issues which could have a material fiscal
15 impact on the continued delivery of current services and possible changes in
16 means of financing. After the conclusion of such meetings, the committees shall
17 transmit to the commissioner of administration a list of the significant fiscal

1 concerns discussed during the meeting of the committees.
2 Section 2. This Act shall become effective upon signature by the governor or, if not
3 signed by the governor, upon expiration of the time for bills to become law without signature
4 by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If
5 vetoed by the governor and subsequently approved by the legislature, this Act shall become
6 effective on the day following such approval.

Proposed law provides that each year prior to the presentation of the executive budget, the
Senate Committee on Finance and the House Committee on Appropriations, with either
committee convening a meeting separately or jointly, shall meet to receive from the
commissioner of administration pertinent financial information used in the confection of the
executive budget. Such information shall include pending budgetary and financial issues
which could have a material fiscal impact on the continued delivery of current services and
possible changes in means of financing. After the conclusion of such meetings, the
committees shall transmit to the commissioner of administration a list of the significant
fiscal concerns discussed during the meeting of the committees.
Effective upon signature of the governor or lapse of time for gubernatorial action.
