Commends Federico "Fred" Martinez Jr., chief executive officer of St. Charles Parish Hospital, on the occasion of his retirement. 1 A CONCURRENT RESOL UTION 2 To commend and congratulate Federico "Fred" Martinez Jr., chief executive officer of St. 3 Charles Parish Hospital, on the occasion of his retirement. 4 WHEREAS, Federico "Fred" Martinez Jr., chief executive officer of St. Charles 5 Parish Hospital, has announced his retirement, capping a twenty-nine year career with the 6 hospital; and 7 WHEREAS, as chief executive officer of St. Charles Parish Hospital Service District 8 No. 1 (St. Charles Parish Hospital) in Luling, Louisiana, he has had operational 9 responsibility for the 59-bed facility with a 24-Hour Emergency Room, 31-Bed Med-Surg 10 Unit, 8-Bed ICU Unit, and 20-Bed Behavioral Health Unit; and 11 WHEREAS, after earning a Masters in Business Administration degree from Tulane 12 University in 1984, Fred Martinez began his career in healthcare as the assistant 13 administrator of South Jefferson Hospital, then helped in the development and opening of 14 what is now Ochsner Medical Center-West Bank thirty-five years ago serving as the 15 assistant administrator of Meadowcrest Hospital; and 16 WHEREAS, in March 1986, he joined St. Charles Parish Hospital as the chief 17 executive officer where he demonstrated his commitment to the hospital, its employees, and 18 the community, through his dedication and perseverance; and Page 1 of 3 SCR NO. 112 SLS 15RS-1847 ORIGINAL 1 WHEREAS, Fred Martinez has played a vital role in many important 2 accomplishments at St. Charles Parish Hospital, including: 3 In 1992, a medical office building was added to the hospital campus, 4 providing clinical space for outpatient services and several medical 5 specialties and a new surgery facility was also developed and built. 6 Throughout his tenure, he has worked closely with Access Health of 7 Louisiana, a successful network and regional leader of Federally Qualified 8 Health Centers, to ensure the underserved in St. Charles Parish and elsewhere 9 have appropriate access to care. 10 In 2007, he led the David J. Vial, MD Bed Tower Expansion which 11 allowed for the growth of critical services including inpatient, ICU, 12 Medical-Surgical and Behavioral Health Services. 13 In June 2007, property in Ashton Plantation was purchased and he 14 worked with Schonberg & Associates to develop and build The Ashton 15 Manor Assisted Living & Memory Care facility. 16 In 2009, he garnered funding for the St. Charles Parish Dialysis 17 Center on site that now serves hundreds of patients annually. 18 Over the last three years, he has led the development of the Plantation 19 View Medical Office Building to better serve patients and families on the 20 East Bank of the parish. 21 In 2013, he oversaw the design and development of a new 22 state-of-the-art Emergency Department and the collaboration with Ochsner 23 in this process also resulted in the addition of TeleStroke services increasing 24 the teams' ability to more effectively treat stroke patients. 25 In 2014, the hospital developed and opened a new Cardiac 26 Catheterization Lab and Cardiology Wing, providing a full range of 27 Cardiology Services. 28 Other accomplishments have included the development of a Medical 29 Office Building in Ormond, East and West Bank Ambulance stations, and the 30 development of a new Laboratory Department among other services; and Page 2 of 3 SCR NO. 112 SLS 15RS-1847 ORIGINAL 1 WHEREAS, Fred Martinez has served many community organizations and has been 2 a member of the LERN Board, the Rural Hospital Coalition, 911 Communication District 3 Board, the United Way of St. Charles Board, and Access Health of Louisiana, while also 4 serving as Ex-Officio/Secretary, St. Charles Parish Hospital Board of Commissioners; and 5 WHEREAS, he has also held memberships in the Louisiana Hospital Association, 6 The Rotary Club of St. Charles, and in the American College of Healthcare Executives; and 7 WHEREAS, he also served our country in the United States Army for three years 8 from June 1970 to June 1973; and 9 WHEREAS, Fred Martinez merits a special measure of commendation as he retires 10 as chief executive officer of St. Charles Parish Hospital and begins the next chapter in his 11 life. 12 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby 13 commend and congratulate Federico "Fred" Martinez Jr., chief executive officer of St. 14 Charles Parish Hospital, on the occasion of his retirement; does hereby recognize and record 15 for posterity his outstanding accomplishments and manifold contributions; and does hereby 16 extend enduring appreciation for the pride and honor that he brings to his family, friends, 17 colleagues, community, and the state of Louisiana. 18 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to 19 Federico "Fred" Martinez.
