COMMENDATIONS. Commends Justin Augustine III on being conferred as a Knight of
the French National Order of Merit.
1 A CONCURRENT RESOL UTION
2 To commend Justin Augustine III on being conferred as a Knight of the French National
3 Order of Merit.
4 WHEREAS, the French National Order of Merit is an Order of State with
5 membership awarded by the President of the French Republic; and
6 WHEREAS, the French National Order of Merit was founded on December 3, 1963,
7 by President Charles de Gaulle as a way to honor French citizens of distinguished merit and
8 encourage the life blood of the country; and
9 WHEREAS, French citizens as well as foreign nationals, men, and women, can be
10 received into the Order for distinguished civil or military achievements; and
11 WHEREAS, Mr. Augustine was honored on April 20, 2015, as a Knight of the
12 French National Order of Merit; and
13 WHEREAS, the honor was conferred upon Mr. Augustine by Frederic Dore, Deputy
14 French Ambassador to the United States, on behalf of François Hollande, President of the
15 French Republic; and
16 WHEREAS, the honor recognizes Mr. Augustine's three decades of public service
17 and his contributions to public transit; and
18 WHEREAS, Mr. Augustine is a professional in management and finance with more

1 than twenty-eight years of experience in the fields of transportation, finance and
2 management; and
3 WHEREAS, Mr. Augustine has managed numerous multimodal transit agencies
4 including Capital Metro in Austin, Texas, the Africa Transportation Company in
5 Johannesburg, South Africa, the Regional Transit Authority in New Orleans, Louisiana, and
6 many transit agencies across America; and
7 WHEREAS, in 2011, Mr. Augustine was one of eleven individuals honored at the
8 White House as Champions of Change for creating jobs in their communities and using
9 innovative techniques to develop valuable projects that help improve America's
10 infrastructure; and
11 WHEREAS, Mr. Augustine is responsible for the vision and creation of the Loyola
12 Avenue street car expansion, which has attracted new investments along Loyola Avenue
13 totaling $1.2 billion; and
14 WHEREAS, Mr. Augustine is currently vice president of the French transportation
15 conglomerate Transdev Services, which currently manages the New Orleans Regional
16 Transit Authority; and
17 WHEREAS, Mr. Augustine has brought great pride to his home state of Louisiana
18 by being a leader in the area of public transit and being conferred with the prestigious
19 designation as a Knight of the French National Order of Merit.
20 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
21 commend Justin Augustine III on being conferred as a Knight of the French National Order
22 of Merit.
23 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to Justin
24 Augustine III.
