SENATE CONCURRENT RESOL UTION NO. 12
BY SENATOR ERDEY AND REPRESENTATI VE POPE 
COMMENDATIONS.  Commends Arthur Perkins for his substantial legacy of service to
his community, particularly his twenty-six years of service on the Denham Springs City
Council.
1	A CONCURRENT RESOL UTION
2 To commend and congratulate Arthur Perkins for his substantial legacy of service to his
3 community, particularly his twenty-six years of service on the Denham Springs City
4 Council.
5 WHEREAS, Arthur Perkins was born in Denham Springs to Joe Ivy Perkins and
6 Elma Johnson Perkins, later Scott, on February 24, 1935, the third of three children; and
7 WHEREAS, he attended West Livingston High School from grade one through high
8 school, playing on the basketball team during his high school years; and
9 WHEREAS, upon graduating high school, Mr. Perkins followed his older sister to
10 Southern University where he graduated in three years, and in 1958 he received his Bachelor
11 of Science in Mathematics Education; and
12 WHEREAS, upon his college graduation, he was commissioned as a second
13 lieutenant in the United States Army Reserve; and
14 WHEREAS, Arthur Perkins, newly graduated from Southern University, began
15 teaching math in the fall of 1957 at West Livingston High School, and was eventually named
16 assistant principal at the school; and
17 WHEREAS, with the integration of the Livingston Parish schools, Mr. Perkins
18 transferred to Albany High School as principal in 1970, serving another twenty-eight years

1 until his retirement in 1998; and
2 WHEREAS, while teaching, serving as principal, raising a family, and serving in his
3 community, Arthur Perkins served in the National Guard for twenty years, retiring at the
4 rank of lieutenant colonel; and
5 WHEREAS, in 1974, Mr. Perkins began his service on the Denham Springs City
6 Council and served until 1990, when he lost his bid for re-election for the term of 1991-
7 1994; and
8 WHEREAS, Mr. Perkins ran again for the post of city councilman in 1994 and was
9 elected, where he served continuously until 2014, for a total of twenty-six years on the City
10 Council; and
11 WHEREAS, while on the council, he served as Mayor Pro-Tempore, liaison to the
12 city's gas department, chairman of the Denham Springs Economic Development District, and
13 chairman of the finance committee of the council; and
14 WHEREAS, upon graduation from Southern University, Arthur Perkins married
15 Nora Johnson, and the couple raised four children: Arthur Jr., born in 1960; Michael, born
16 in 1961; Jeffrey, born in 1963; and Tonya, born in 1968, and the couple raised their
17 granddaughter, Bianca, born in 1989; and
18 WHEREAS, Arthur Perkins is a life-long member of Robert's United Methodist
19 Church, serving as a trustee of the church and, also, serving as a trustee of the Mission
20 Finance Committee for the Louisiana Annual Conference of the United Methodist Church;
21 and
22 WHEREAS, he has served his community through involvement in the Chamber of
23 Commerce, the Livingston Parish Voters League, the Parks and Recreation District 3, and
24 as a volunteer tutor at the L.M. Lockhart Center.
25 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
26 commend Arthur Perkins on his substantial legacy of service to his community, particularly
27 his twenty-six years as a member of the Denham Springs City Council.
28 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to 
29 Arthur Perkins.
