2015 Regular Session ENROLLED SENATE CONCURRENT RESOL UTION NO. 12 BY SENATOR ERDEY AND REPRESENTATI VE POPE A CONCURRENT RESOL UTION To commend and congratulate Arthur Perkins for his substantial legacy of service to his community, particularly his twenty-six years of service on the Denham Springs City Council. WHEREAS, Arthur Perkins was born in Denham Springs to Joe Ivy Perkins and Elma Johnson Perkins, later Scott, on February 24, 1935, the third of three children; and WHEREAS, he attended West Livingston High School from grade one through high school, playing on the basketball team during his high school years; and WHEREAS, upon graduating high school, Mr. Perkins followed his older sister to Southern University where he graduated in three years, and in 1958 he received his Bachelor of Science in Mathematics Education; and WHEREAS, upon his college graduation, he was commissioned as a second lieutenant in the United States Army Reserve; and WHEREAS, Arthur Perkins, newly graduated from Southern University, began teaching math in the fall of 1957 at West Livingston High School, and was eventually named assistant principal at the school; and WHEREAS, with the integration of the Livingston Parish schools, Mr. Perkins transferred to Albany High School as principal in 1970, serving another twenty-eight years until his retirement in 1998; and WHEREAS, while teaching, serving as principal, raising a family, and serving in his community, Arthur Perkins served in the National Guard for twenty years, retiring at the rank of lieutenant colonel; and WHEREAS, in 1974, Mr. Perkins began his service on the Denham Springs City Council and served until 1990, when he lost his bid for re-election for the term of 1991- 1994; and Page 1 of 2 SCR NO. 12 ENROLLED WHEREAS, Mr. Perkins ran again for the post of city councilman in 1994 and was elected, where he served continuously until 2014, for a total of twenty-six years on the City Council; and WHEREAS, while on the council, he served as Mayor Pro-Tempore, liaison to the city's gas department, chairman of the Denham Springs Economic Development District, and chairman of the finance committee of the council; and WHEREAS, upon graduation from Southern University, Arthur Perkins married Nora Johnson, and the couple raised four children: Arthur Jr., born in 1960; Michael, born in 1961; Jeffrey, born in 1963; and Tonya, born in 1968, and the couple raised their granddaughter, Bianca, born in 1989; and WHEREAS, Arthur Perkins is a life-long member of Robert's United Methodist Church, serving as a trustee of the church and, also, serving as a trustee of the Mission Finance Committee for the Louisiana Annual Conference of the United Methodist Church; and WHEREAS, he has served his community through involvement in the Chamber of Commerce, the Livingston Parish Voters League, the Parks and Recreation District 3, and as a volunteer tutor at the L.M. Lockhart Center. THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby commend Arthur Perkins on his substantial legacy of service to his community, particularly his twenty-six years as a member of the Denham Springs City Council.
