SENATE CONCURRENT RESOL UTION NO. 123

ATTORNEY GENERAL. To authorize the office of the attorney general to act as the
fiduciary agent to accept donations of monies collected to erect a commemorative memorial
marker at Gilbert Memorial Park.
1 A CONCURRENT RESOL UTION
2 To authorize the office of the attorney general to act as the fiduciary agent to accept
3 donations of monies collected to erect a commemorative memorial marker at Gilbert
4 Memorial Park.
5 WHEREAS, in 2013, the Legislature of Louisiana urged and requested that the
6 Department of Health and Hospitals, office of the attorney general, and the Louisiana
7 Cemetery Board to take all appropriate action and work in conjunction as necessary to
8 provide information identifying persons interred in Gilbert Memorial Park; and
9 WHEREAS, the legislature requested that in order to facilitate and ensure maximum
10 community involvement and public participation in such communications, the department,
11 Cemetery Board, and attorney general shall consult on a regular basis and seek the advice
12 of a board, to be known as the Lillian Jackson Memorial Board; and
13 WHEREAS, the Department of Health and Hospitals, office of the attorney general,
14 Louisiana Cemetery Board, and the state-appointed receiver managing Gilbert Memorial
15 Park were urged and requested, in consultation with the Lillian Jackson Memorial Board,
16 by the Louisiana Legislature in 2013, to take all appropriate action on behalf of the state to
17 recognize, honor, and commemorate those interred in Gilbert Memorial Park, including the
18 acceptance of donations from any source in the form of money, materials, labor, and

1 maintenance for the purpose of erecting a commemorative marker in Gilbert Memorial Park;
2 and
3 WHEREAS, under the law of the state of Louisiana the office of the attorney general
4 can only accept donations in the form of monies in furtherance of the erection of a
5 commemorative marker in Gilbert Memorial Park.
6 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
7 authorize the office of the attorney general to act as the fiduciary agent to accept donations
8 of monies collected to erect a commemorative memorial marker at Gilbert Memorial Park.
9 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
10 secretary of the Department of Health and Hospitals, the attorney general, and the director
11 of the Louisiana Cemetery Board.
