SENATE CONCURRENT RESOL UTION NO. 135

ECONOMIC DEVELOP DEPT.  Requests that the Department of Economic Development
notify companies with which it has entered into cooperative endeavor agreements of the
goals of the Hudson and Veteran initiatives and that these companies provide the department
with information on their use of Hudson Initiative and Veteran Initiative vendors.
1	A CONCURRENT RESOL UTION
2 To urge and request the Department of Economic Development to notify companies with
3 which it has cooperative endeavor agreements of the specific goals of the Louisiana
4 Hudson Initiative and the Veteran Initiative, to provide these companies with a list
5 of the businesses certified under the Hudson Initiative, the Veteran Initiative, or both,
6 and to request that the companies take certain actions regarding the use of businesses
7 certified under one initiative or both.
8 WHEREAS, the Louisiana Department of Economic Development has entered into
9 cooperative endeavor agreements that grant companies inducements in exchange for the
10 companies making capital expenditures and creating new jobs; and
11 WHEREAS, R.S. 33:9029.2 authorizes the state to enter into cooperative endeavor
12 agreements to achieve a public purpose, including but not limited to enhancing or
13 maintaining the economic well-being of the state, upon a showing of reasonable expectations
14 that such obligations of the state will result in economic development or will achieve other
15 economic goals that will equal or exceed the value of the obligations of the state; and
16 WHEREAS, the Louisiana Initiative for Small Entrepreneurships (the Hudson
17 Initiative) expresses the intent of the legislature to facilitate the growth and stability of
18 Louisiana's economy by fostering utilization by state interests of the business offerings

1 available for state procurement and public contracts from Louisiana's small
2 entrepreneurships; and
3 WHEREAS, pursuant to R.S. 51:931 the secretary of the Department of Economic
4 Development is required to certify businesses as small entrepreneurships for purposes of the
5 Hudson Initiative; and
6 WHEREAS, the Louisiana Initiative for Veteran and Service-Connected Disabled
7 Veteran-Owned Small Entrepreneurships (the Veteran Initiative) expresses the intent of the
8 legislature to facilitate the growth and stability of Louisiana's economy by fostering
9 utilization by state interests of the business offerings available for state procurement and
10 public contracts from Louisiana's veteran and service-connected disabled veteran-owned
11 small entrepreneurships, and providing a clearinghouse of information to these
12 entrepreneurships; and
13 WHEREAS, R.S. 51:933 requires the Department of Economic Development to
14 notify all businesses entering into cooperative endeavor agreements of the specific goals of
15 the Louisiana Hudson Initiative and the Veteran Initiative as set forth by the division of
16 administration.
17 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
18 urge and request the Department of Economic Development to notify companies with which
19 it has cooperative endeavor agreements of the specific goals of the Louisiana Hudson
20 Initiative and the Veteran Initiative, to provide these companies with a list of the businesses
21 certified under the Hudson Initiative, the Veteran Initiative, or both, and to request that the
22 companies set goals for the total percentage of expenditures to be paid to businesses certified
23 by an initiative, encourage their prime contractors to utilize businesses certified by an
24 initiative, and submit quarterly reports to the Department of Economic Development on their
25 use of businesses certified under the Hudson Initiative, Veteran Initiative, or both.
26 BE IT FURTHER RESOLVED that the provisions of this Resolution shall supersede
27 the provisions of House Concurrent Resolution No. 214 of the 2015 Regular Session of the
28 Legislature.
29 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
30 secretary of the Department of Economic Development.
