SENATE CONCURRENT RESOL UTION NO. 136
BY SENATOR ALARIO AND REPRESENTATIVE KLECKLEY 
A CONCURRENT RESOL UTION
To express the sincere condolences of the Legislature of Louisiana upon the death of Charles
W. Tapp.
WHEREAS, it is with deep regret and profound sorrow that the citizens of Louisiana
learned of the death of Charles W. Tapp on May 24, 2015; and
WHEREAS, a native of Greer, South Carolina, Mr. Tapp was born on August 27,
1928, and was the first of three children of Broadus and Nellie Bruce Tapp; and
WHEREAS, during the Korean War, he served in the United States Army as an
instructor and tactical officer in the 47th Division Leadership School at Fort Rucker,
Alabama; and
WHEREAS, in 1956, Mr. Tapp enrolled in Louisiana State University and received
undergraduate and master's degrees in government; and
WHEREAS, his thesis was entitled, "LONGS" and was cited in a number of
published histories of the Long family; and
WHEREAS, as a student, Mr. Tapp worked for the Louisiana Legislative Council
researching, preparing, and tracking legislation; and
WHEREAS, he was awarded a university fellowship from Duke University to
continue his graduate studies in political science and after a year of study, he joined the
faculty of Milsaps College in Jackson, Mississippi; and
WHEREAS, after returning to Baton Rouge, Mr. Tapp spent a number of years in
public service as a research analyst for the Public Affairs Research Council and later as the
head of Community Advancement, Inc. where he spearheaded the development of the anti-
poverty program; and

WHEREAS, during his tenure, he was instrumental in establishing Head Start and
other economic development programs in the greater Baton Rouge area; and
WHEREAS, furthering his public service, Mr. Tapp became Director of the Office 
of Consumer Protection under Governor Edwin W. Edwards and also served as the Director
of Policy Analysis and Coordination with the Department of Education; and
WHEREAS, he served on the boards of directors of several organizations including
Capital Area Transit System, Catholic Social Services for the Diocese of Baton Rouge,
LaCapitol Federal Credit Union, and Mid-Louisiana Health Systems; and
WHEREAS, he also served on the Consumer Advisory Council of the Federal
Energy Administration, the Louisiana Highway Safety Commission, and was a member of
the United States Army Reserves; and
WHEREAS, throughout his life, Mr. Tapp was a student of history, both local and
international, and will be remembered for his intelligence, wit, loyalty, integrity, and ability
to see and fight for the needs of the whole community; and
WHEREAS, from 1984 to 2006, he handled governmental relations for the Beer
Industry League of Louisiana, the Wine and Spirits Foundation of Louisiana, the Gulf Coast
Conservation Association, and Lehman Williamson & Associates; and
WHEREAS, he was highly respected for earning the trust and admiration of the
Louisiana Legislature and will forever be remembered and respected for his integrity by all
who walk the halls of the capitol; and
WHEREAS, he is survived by his wife, Joan Vogel-Tapp; his sons, Daniel Hunter
Tapp, Quai Carter Tapp, and Jonathan Michael Tapp; and three grandchildren, Meagan
Fairchild, Patrick Tapp, and Esperanza Tapp; and
WHEREAS, he was preceded in death by a son, Charles Brian Tapp, a grandson,
Ryan Joseph Tapp, and his parents, Broadus Daniel and Nellie Tapp; and
WHEREAS, with the death of Charles W. Tapp, Louisiana has lost one of its finest
citizens who was admired by all whose lives he touched and will be greatly missed; and
WHEREAS, his passing has left a tremendous void in the Baton Rouge community,
but his love, smile, and personality shall remain eternal in the hearts and minds of his loved
ones, friends, and all who had the opportunity to meet and know him.

THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
express sincere and heartfelt condolences upon the death of Charles W. Tapp, does hereby
express enduring appreciation for the pride and honor that this wonderful gentleman brought
to his family, friends, community, and state, and does hereby recognize and record for
posterity his accomplishments and contributions to the citizenry of Baton Rouge and the
state of Louisiana.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to Joan
Vogel-Tapp.
