Requests public agencies to require its first responders to participate in the traffic incident management process and training program. 1 A CONCURRENT RESOL UTION 2 To urge and request public agencies to require its first responders to participate in the traffic 3 incident management process and training program. 4 WHEREAS, traffic incidents, including crashes, disabled vehicles, and debris on the 5 roadway, create unsafe conditions; put motorists and first responders' lives at risk; and 6 account for approximately twenty-five percent of all traffic delays; and 7 WHEREAS, for each minute that a freeway travel lane is blocked during peak use, 8 an estimated four minutes of delay result after the incident is cleared; and 9 WHEREAS, the Federal Highway Administration, through the Department of 10 Transportation and Development in consultation with the office of state police, is offering 11 the first national and multidisciplinary traffic incident management (TIM) process and 12 training program; and 13 WHEREAS, the Department of Transportation and Development partners with the 14 office of state police to customize the TIM process and training to meet the needs of 15 Louisiana's first responders, and to provide leadership and support in offering the training 16 to first responders; and 17 WHEREAS, the TIM training for first responders promotes a shared understanding 18 of the requirements for the safe and quick clearance at traffic incident scenes; prompt, Page 1 of 2 SCR NO. 47 SLS 15RS-241 ORIGINAL 1 reliable and open communications; and motorist and first responder safeguards; and 2 WHEREAS, the TIM training is unique because it was created by first responders 3 for first responders; and 4 WHEREAS, the comprehensive curriculum utilizes a common set of practices and 5 engages all first responder disciplines from law enforcement, fire services, and emergency 6 medical services to transportation agencies and towing companies; and 7 WHEREAS, it is incumbent upon the state and its agencies, local governmental 8 subdivisions, political subdivisions, and other public agencies to provide education and 9 training to prepare its first responders in the traffic incident management process and 10 training program. 11 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby 12 urge and request public agencies to require its first responders to participate in the traffic 13 incident management process and training program. 14 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the 15 governor and the commissioner of administration. 16 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the 17 Louisiana Municipal Association, the Police Jury Association of Louisiana, the Louisiana 18 Association of Chiefs of Police, the Louisiana Sheriffs' Association, the Louisiana Fire 19 Chief's Association, and the Louisiana City Marshals and City Constables Association, and 20 that each such association disseminate the Resolution to its membership.
