Expresses support of Louisiana students to assemble for religious expression and to express their religious beliefs in public elementary and secondary schools and public postsecondary education institutions. 1 A CONCURRENT RESOL UTION 2 To express support of Louisiana students to assemble for religious expression and the 3 freedom to express their religious beliefs in public elementary and secondary schools 4 and public postsecondary education institutions. 5 WHEREAS, the United States of America was founded on the precepts of freedom, 6 liberty, diversity, and the right of the people to acknowledge their personal faith according 7 to the dictates of individual conscience; and 8 WHEREAS, the First Amendment to the Constitution of the United States adopted 9 in 1791, specifically provides that "Congress shall make no law respecting an establishment 10 of a religion, or prohibiting the free exercise thereof"; and 11 WHEREAS, the people's right to assemble and to recognize their religious beliefs 12 and traditions on public property, including schools, through Christmas programs and any 13 other traditional celebrations should not be infringed upon; and 14 WHEREAS, the Legislature of Louisiana supports the concept of voluntary prayer 15 in public schools and the right to assemble for religious expression, and traditions including 16 Christmas recitals, programs, and all other forms of religious observance in public 17 elementary and secondary schools and public postsecondary education institutions. 18 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby Page 1 of 2 SCR NO. 69 SLS 15RS-634 ENGROSSED 1 express its support of Louisiana students to assemble for religious expression and to express 2 their religious beliefs in all public elementary and secondary schools and public 3 postsecondary education institutions in the state of Louisiana. 4 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the 5 Department of Education and the governing authority of each public elementary and 6 secondary school and public postsecondary education management board.
