SENATE CONCURRENT RESOL UTION NO. 91
BY SENATOR BROWN 
ROADS/HIGHWAYS.  Establishes and provides for the Task Force on a New Mississippi
River Bridge to study the practicality, feasibility, and development of a new bridge crossing
the Mississippi River located between West Baton Rouge and Ascension parishes.
1	A CONCURRENT RESOL UTION
2 To create and provide for the Task Force on a New Mississippi River Bridge to study the
3 practicality, feasibility, and development, as well as to evaluate, analyze, and review
4 all aspects of an additional bridge crossing the Mississippi River located between
5 West Baton Rouge and Ascension parishes.
6 WHEREAS, the development, improvement, expansion, and maintenance of a new
7 bridge crossing the Mississippi River could lead to growth and economic development in
8 Iberville and West Baton Rouge parishes, relieve traffic congestion, provide for the ability
9 of business and industry to compete cost effectively on a regional, national, and global scale,
10 provide a high quality of life for parish residents and the people of this state, and provide a
11 compelling alternative to long-term attempts to develop a bypass around Baton Rouge; and
12 WHEREAS, public revenue, including federal funds, has not kept pace with the
13 area's growing transportation system needs and alternative and innovative funding sources,
14 including but not limited to tolls or public-private partnerships to supplement public revenue
15 sources, must be considered to assist in financing a new bridge.
16 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
17 create the Task Force on a New Mississippi River Bridge to study the practicality, feasibility,
18 and development, as well as to evaluate, analyze, and review all aspects, of an additional

1 bridge crossing the Mississippi River located between West Baton Rouge and Ascension
2 parishes.
3 BE IF FURTHER RESOLVED that the task force shall be composed of the
4 following members:
5 (1)  The parish president of Ascension Parish, or his designee.
6 (2)  The parish president of Iberville Parish, or his designee.
7 (3)  The parish president of West Baton Rouge Parish, or his designee.
8 (4)  The mayor of the town of Addis, or his designee.
9 (5)  The mayor of the town of Brusly, or his designee.
10 (6)  The mayor of the city of Donaldsonville, or his designee.
11 (7)  The mayor of the city of Plaquemine, or his designee.
12 (8)  The mayor of the city of Saint Gabriel, or his designee.
13 (9)  The mayor of the town of White Castle, or his designee.
14 (10)  The state representative from House District No. 18, or his designee.
15 (11)  The state representative from House District No. 29, or his designee.
16 (12)  The state representative from House District No. 58, or his designee.
17 (13)  The state representative from House District No. 60, or his designee.
18 (14)  The state senator from Senate District No. 2, or his designee.
19 (15)  The state senator from Senate District No. 17, or his designee.
20 BE IT FURTHER RESOLVED that the secretary of the Department of
21 Transportation and Development or her designee shall serve as an advisory member of the
22 task force.
23 BE IT FURTHER RESOLVED that the initial meeting of the task force shall be
24 convened no later than August 1, 2015, by the state senator from Senate District No. 2.
25 BE IT FURTHER RESOLVED that at the initial meeting, the members of the task
26 force shall elect a chairman and vice chairman and provide for the manner and frequency of
27 meetings that will be conducted and for all other ancillary administrative matters which must
28 be determined in order to function as a task force.
29 BE IT FURTHER RESOLVED that a majority of the members of the task force shall
30 constitute a quorum for the transaction of official business and all official actions of the

1 authority shall require an affirmative vote of a majority of the directors present and voting
2 at any meeting.
3 BE IT FURTHER RESOLVED that the task force shall submit a written report of
4 its findings and recommendations to the House and Senate committees on transportation,
5 highways and public works no later than March 1, 2015, and shall terminate upon
6 submission of the report.
7 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
8 president of Ascension Parish, the president of Iberville Parish, the president of West Baton
9 Rouge Parish, the mayor of the town of Addis, the mayor of the town of Brusly, the mayor
10 of the city of Donaldsonville, the mayor of the city of Plaquemine, the mayor of the city of
11 Saint Gabriel, the mayor of the town of White Castle, the secretary of the Department of
12 Transportation and Development, and the Capitol Region Planning Commission.

Provides that the DOTD secretary or her designee shall serve as an advisory member of the
task force.
Provides that the initial meeting of the task force shall be convened no later than August 1,
2015, by the state senator from Senate District No. 2.  Provides that at the initial meeting,
the members of the task force shall elect a chairman and vice chairman and provide for the
manner and frequency of meetings that will be conducted and for all other ancillary
administrative matters which must be determined in order to function as a task force.
Provides that a majority of the members of the task force shall constitute a quorum for the
transaction of official business and all official actions of the authority shall require an
affirmative vote of a majority of the directors present and voting at any meeting.
