SENATE RESOLUTION NO. 107
BY SENATOR MORRISH 
COMMENDATIONS.  Commends the Louisiana Orthopaedic Association and recognizes
Tuesday, May 12, 2015, as Louisiana Orthopaedic Day at the Louisiana State Capitol.
1	A RESOLUTION
2 To commend the Louisiana Orthopaedic Association and to recognize Tuesday, May 12,
3 2015, as "Louisiana Orthopaedic Day" at the Louisiana State Capitol.
4 WHEREAS, the mission of the Louisiana Orthopaedic Association (LOA) is to
5 encourage, develop, and increase the knowledge of orthopaedic surgery among the members
6 and future members of the LOA and to foster and assure the highest quality musculoskeletal
7 health care through education of orthopaedic surgeons, other health care professionals and
8 the public; promotion of research; and communication with other professionals and the
9 public; and
10 WHEREAS, these and other purposes of the LOA exclusively are to foster, develop,
11 support and augment charitable, scientific or educational activities and to monitor
12 legislation, regulations, administrative rulings, and court decisions affecting the practice of
13 orthopaedic surgery, and provide timely reports with respect thereto to the board of directors
14 and to promote high moral and ethical standards, together with fellowship and goodwill
15 among its members; and
16 WHEREAS, bone and joint health problems are among the most prevalent and
17 debilitating health challenges that Americans face, both in human and economic terms and
18 unencumbered access to orthopaedic care is the key to ensuring that our workers,

1 communities, and economy remain healthy and strong; and
2 WHEREAS, the indirect economic benefit for the approximately six hundred
3 thousand patients annually who have total knee replacement is about $12 billion over the
4 lifetime of those patients; and 
5 WHEREAS, about eighty-five percent of those savings are associated with increased
6 employment and earnings; the remaining fifteen percent is linked to fewer missed work days
7 and lower disability payments; and
8 WHEREAS, the increased direct costs for a knee replacement (e.g., all medical costs
9 for surgery and rehabilitation) averaged $20,704, but these expenses are more than offset by
10 indirect savings equal to $39,697.
11 THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
12 does hereby commend the Louisiana Orthopaedic Association for providing vital medical
13 care and services for Louisiana citizens and does hereby express sincere and heartfelt
14 gratitude to orthopaedic surgeons for their contributions to the health and welfare of
15 Louisiana citizens.
16 BE IT FURTHER RESOLVED that the Senate of the Legislature of Louisiana does
17 hereby recognize Tuesday, May 12, 2015, as "Louisiana Orthopaedic Day" at the Louisiana
18 State Capitol. 
19 BE IT FURTHER RESOLVED that a copy of this Resolution be submitted to
20 Dr. Mark Dodson, President of the Louisiana Orthopaedic Association, Cindy Bishop,
21 Executive Director, and Dr. Clark Gunderson, Legislative Chairman.
