SLS 15RS-2697 ORIGINAL 2015 Regular Session SENATE RESOLUTION NO. 187 BY SENATOR CHABERT ADMINISTRATION DIVISION. Requests the division of administration to study the feasibility of using alternative delivery methods for public large scale construction projects. 1 A RESOLUTION 2 To urge and request the division of administration and Coastal Protection and Restoration 3 Authority to fully explore the Construction Manager at Risk project delivery and 4 procurement process, and to utilize it to its fullest capability, in order to expedite the 5 commencement and delivery of multiple large scale coastal restoration projects 6 previously identified by Coastal Protection and Restoration Authority as necessary 7 to address the state's immediate coastal erosion threat. 8 WHEREAS, the legislature has previously enacted legislation authorizing use of the 9 Construction Manager at Risk procurement process (CMAR) to expedite the delivery of 10 infrastructure and construction projects for public entities in Louisiana; and 11 WHEREAS, the CMAR process has been an effective tool to leverage and 12 incentivize the competencies of the construction industry in Louisiana, as well as to reduce 13 the project delivery time on large scale construction projects authorized by public entities; 14 and 15 WHEREAS, Louisiana has an urgent and widespread need to commence numerous 16 coastal restoration projects that have been identified by the Coastal Protection and 17 Restoration Authority (CPRA), in order to avoid further irreparable loss of its fragile coastal 18 marshland. Page 1 of 2 SR NO. 187 SLS 15RS-2697 ORIGINAL 1 THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana 2 does hereby request that the division of administration and CPRA fully explore the CMAR 3 project delivery and procurement process, and utilize it to its fullest capability, to expedite 4 the commencement and delivery of multiple large scale coastal restoration projects 5 previously identified by CPRA as necessary to address the state's immediate coastal erosion 6 threat. 7 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to 8 commissioner of administration and the governor's executive assistant for coastal activities.
