SENATE RESOLUTION NO. 212
BY SENATOR MORRELL 
LAW ENFORCEMENT.  Creates the Orleans Parish Law Enforcement Streamline and
Accountability Commission.
1	A RESOLUTION
2 To create the Orleans Parish Law Enforcement Streamline and Accountability Commission
3 to review and make recommendations on the effective and efficient delivery of law
4 enforcement services in Orleans Parish.
5 WHEREAS, the mission of the New Orleans Police Department is to provide
6 professional police services to the public in order to maintain order and protect life and
7 property; and
8 WHEREAS, the mission of the Orleans Parish Sheriff's Office is to manage the care,
9 custody, and control of individuals incarcerated in Orleans Parish on municipal, traffic, state,
10 and federal charges; the booking and processing of individuals arrested with Orleans Parish;
11 and providing building security for municipal and district courts in Orleans Parish; and
12 WHEREAS, the New Orleans Police Department is currently operating with an
13 adopted 2015 budget of $140,062,976; and
14 WHEREAS, the Orleans Parish Sheriff's Office is currently operating with an
15 adopted 2015 budget of $28,584,338.
16 THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
17 does hereby create the Orleans Parish Law Enforcement Streamline and Accountability
18 Commission to review the delivery of law enforcement services in Orleans Parish.

1 BE IT FURTHER RESOLVED that the commission shall consist of the following
2 members:
3 (1)Two members of the Senate appointed by the president.
4 (2)Two members of the House of Representatives appointed by the speaker.
5 (3)The legislative auditor, or his designee.
6 (4)One member appointed by the mayor of the city of New Orleans from three
7 names submitted by the New Orleans City Council.
8 BE IT FURTHER RESOLVED that the Orleans Parish Law Enforcement Streamline
9 and Accountability Commission shall hold its first meeting no later than October 1, 2015,
10 at the call of the legislative members.
11 BE IT FURTHER RESOLVED that the Orleans Parish Law Enforcement Streamline
12 and Accountability Commission shall perform detailed investigations and analysis of the
13 following:
14 (1)  The budget of the New Orleans Police Department and the budget of the Orleans
15 Parish Sheriff's Office.
16 (2)  The number of individuals employed at each the New Orleans Police Department
17 and the Orleans Parish Sheriff's Office, including a comprehensive listing of the number of
18 post certified officers, administrative, and clerical personnel employed by each agency.
19 (3)  The services provided by the employees of each the New Orleans Police
20 Department and the Orleans Parish Sheriff's Office, with any economies of scale that could
21 be achieved by a merger of such services.
22 (4)  The feasibility of any other efficiencies that can be realized through the
23 streamlining of law enforcement resources.
24 BE IT FURTHER RESOLVED that the members of the Orleans Parish Law
25 Enforcement Streamline and Accountability Commission shall serve without compensation,
26 except per diem or expenses reimbursement to which they may be individually entitled as
27 members of their respective appointing authorities.
28 BE IT FURTHER RESOLVED that a majority of the total membership shall
29 constitute a quorum of the commission and any official action by the commission shall
30 require an affirmative vote of a majority of the quorum present and voting.

1 BE IT FURTHER RESOLVED that the staffs of the Senate, the House of
2 Representatives, the legislative fiscal office, and the legislative auditor may provide staff
3 support and otherwise assist the commission.
4 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
5 legislative fiscal office, the legislative auditor, the mayor of the city of New Orleans, the
6 New Orleans City Council, the chief of police for the city of New Orleans, and the sheriff
7 for the parish of Orleans.
8 BE IT FURTHER RESOLVED that the commission shall terminate on
9 March 14, 2016.
