Marullo Jr. 1 A RESOLUTION 2 To commend Judge Frank A. Marullo Jr., Louisiana's longest serving jurist, who has stepped 3 down from the bench after over forty-one years of meritorious service as an Orleans 4 Parish District Criminal Court Judge for Section D. 5 WHEREAS, Marullo was born in New Orleans and graduated from Fortier High 6 School before traveling to Hattiesburg, Mississippi, to attend the University of Southern 7 Mississippi where he earned a Bachelor of Science; and 8 WHEREAS, wanting to see the world beyond New Orleans and Hattiesburg, Marullo 9 joined the Merchant Marines and traveled the world; and 10 WHEREAS, upon leaving the Merchant Marines, Frank Marullo returned to his 11 native New Orleans and enrolled in law school at Loyola University where he received his 12 Juris Doctor in 1968; and 13 WHEREAS, Marullo began his legal career in New Orleans, but soon took a different 14 path as he was elected to the Louisiana House of Representatives in 1972; and 15 WHEREAS, during his brief time in the legislature, Frank Marullo served as a 16 member of the House Committee on Ways and Means, as a member of the transition team 17 to the Louisiana Constitutional Convention in 1973, and as chairman of the Joint Legislative 18 Committee on Penal Reform; and Page 1 of 3 SR NO. 8 SLS 161ES-126 ORIGINAL 1 WHEREAS, Marullo refocused on his legal career in 1974 as he ran, successfully, 2 for the seat in section D of the Orleans Parish District Criminal Court, a position he held 3 until his recent retirement; and 4 WHEREAS, among his many accomplishments, Judge Marullo served as chief judge 5 of the Orleans Parish Criminal District Court from 1995 to 1997, chairman of the Orleans 6 Parish Criminal District Courts personnel committee, finance committee and legislative 7 committee, chairman of Governor David Treen's Commission on Merit Selection for Judges, 8 chairman of the Committee to Consolidate Criminal, Civil and Juvenile Courts, president 9 of the Louisiana District Judges Association, and president of the American Justinian 10 Society of Jurists; and 11 WHEREAS, Judge Marullo also served as a member of the mayor's Council on 12 Criminal Justice, the governor's Prison Overcrowding Policy Task Force, the Louisiana 13 Sentencing Commission, and the transition teams of Governors Treen, Roemer, and Edwin 14 Edwards; and 15 WHEREAS, Judge Marullo both established and contributed to the establishment of 16 two homicide courts, the program for victim compensation in the courts, a judicial 17 administration office and the introduction of computer technology in the Orleans Parish 18 courthouse; and 19 WHEREAS, Marullo served as project director of the Orleans Parish Criminal 20 District Court Drug Court and sought grants for drug offender rehabilitation and for the 21 administration of parish drug courts; and 22 WHEREAS, he is currently a member of the Fourth and Fifth Circuit District Judges 23 Association, the Supreme Court Judicial Council, the National Association of Court 24 Management, the Judicial Compensation Committee, the Louisiana Bar Association, and the 25 American Bar Association; and 26 WHEREAS, Judge Marullo was presented the Medal of the Order of Lawyers from 27 the Court of Cassation, which is the highest court in France, and the Medal of Saint Louis 28 King of France which was awarded by the president of the Court of Cassation, Simone 29 Rozes; and 30 WHEREAS, Marullo's commitment to his larger community beyond his Page 2 of 3 SR NO. 8 SLS 161ES-126 ORIGINAL 1 responsibilities as judge has been demonstrated in his serving as the chairman of the board 2 of directors of Cabrini High School, a member of the Knights of Columbus and the Italian 3 American Marching Club, and president of the Newman Club; and 4 WHEREAS, despite his work as a judge and his many civic and judicial interests, 5 Frank Marullo and his dedicated wife of over forty years, Jacquelyn, raised four children in 6 their uptown neighborhood and enjoy the lively attention of their grandchildren; and 7 WHEREAS, Judge Frank Marullo has led a life of service to his community, the 8 judicial system by striving to make it more efficient and more accessible, the criminal justice 9 community by seeking compensation for victims of crime while remaining committed to 10 requiring offenders to take responsibility for their actions, his church community, and most 11 importantly, his family, leaving his children and grandchildren a legacy of commitment and 12 service. 13 THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana 14 does hereby commend Judge Frank A. Marullo Jr., Louisiana's longest serving jurist, who 15 has retired from the bench after over forty-one years of meritorious service as an Orleans 16 Parish District Criminal Court Judge for Section D. 17 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to Judge 18 Frank A.
