SENATE RESOLUTION NO. 8
BY SENATORS MARTINY, ALARIO, APPEL, BARROW, BISHOP, BOUDREAUX,
CARTER, CHABERT, CLAITOR, COLOMB, CORTEZ, DONAHUE,
ERDEY, GATTI, HEWITT, JOHNS, LAMBERT, LONG, LUNEAU,

A RESOLUTION
To commend Judge Frank A. Marullo Jr., Louisiana's longest serving jurist, who has stepped
down from the bench after over forty-one years of meritorious service as an Orleans
Parish District Criminal Court Judge for Section D.
WHEREAS, Marullo was born in New Orleans and graduated from Fortier High
School before traveling to Hattiesburg, Mississippi, to attend the University of Southern
Mississippi where he earned a Bachelor of Science; and
WHEREAS, wanting to see the world beyond New Orleans and Hattiesburg, Marullo
joined the Merchant Marines and traveled the world; and
WHEREAS, upon leaving the Merchant Marines, Frank Marullo returned to his
native New Orleans and enrolled in law school at Loyola University where he received his
Juris Doctor in 1968; and
WHEREAS, Marullo began his legal career in New Orleans, but soon took a different
path as he was elected to the Louisiana House of Representatives in 1972; and
WHEREAS, during his brief time in the legislature, Frank Marullo served as a
member of the House Committee on Ways and Means, a member of the transition team to
the Louisiana Constitutional Convention in 1973, and chairman of the Joint Legislative
Committee on Penal Reform; and
WHEREAS, Marullo refocused on his legal career in 1974 as he ran, successfully,
for the seat in section D of the Orleans Parish District Criminal Court, a position he held
until his recent retirement; and
WHEREAS, among his many accomplishments, Judge Marullo served as chief judge
of the Orleans Parish Criminal District Court from 1995 to 1997, chairman of the Orleans
Parish Criminal District Courts personnel committee, finance committee and legislative

committee, chairman of Governor David Treen's Commission on Merit Selection for Judges,
chairman of the Committee to Consolidate Criminal, Civil and Juvenile Courts, president
of the Louisiana District Judges Association, and president of the American Justinian
Society of Jurists; and
WHEREAS, Judge Marullo also served as a member of the mayor's Council on
Criminal Justice, the governor's Prison Overcrowding Policy Task Force, the Louisiana
Sentencing Commission, and the transition teams of Governors Treen, Roemer, and Edwin
Edwards; and
WHEREAS, Judge Marullo both established and contributed to the establishment of
two homicide courts, the program for victim compensation in the courts, a judicial
administration office and the introduction of computer technology in the Orleans Parish
courthouse; and
WHEREAS, Marullo served as project director of the Orleans Parish Criminal
District Court Drug Court and sought grants for drug offender rehabilitation and for the
administration of parish drug courts; and
WHEREAS, he is currently a member of the Fourth and Fifth Circuit District Judges
Association, the Supreme Court Judicial Council, the National Association of Court
Management, the Judicial Compensation Committee, the Louisiana Bar Association, and the
American Bar Association; and
WHEREAS, Judge Marullo was presented the Medal of the Order of Lawyers  from
the Court of Cassation, which is the highest court in France, and the Medal of Saint Louis
King of France which was awarded by the president of the Court of Cassation, Simone
Rozes; and
WHEREAS, Marullo's commitment to his larger community beyond his
responsibilities as judge has been demonstrated in his serving as the chairman of the board
of directors of Cabrini High School, a member of the Knights of Columbus and the Italian
American Marching Club, and president of the Newman Club; and
WHEREAS, despite his work as a judge and his many civic and judicial interests,
Frank Marullo and his dedicated wife of over forty years, Jacquelyn, raised four children in
their uptown neighborhood and enjoy the lively attention of their grandchildren; and

WHEREAS, Judge Frank Marullo has led a life of service to his community, the
judicial system by striving to make it more efficient and more accessible, the criminal justice
community by seeking compensation for victims of crime while remaining committed to
requiring offenders to take responsibility for their actions, his church community, and most
importantly, his family, leaving his children and grandchildren a legacy of commitment and
service. 
THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
does hereby commend Judge Frank A. Marullo Jr., Louisiana's longest serving jurist, who
has retired from the bench after over forty-one years of meritorious service as an Orleans
Parish District Criminal Court Judge for Section D.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to
Judge Frank A. Marullo Jr.
