"Pat" Pickens, longtime facilities manager at the state capitol. WHEREAS, it was with deep regret and profound sorrow that the members of the Louisiana Legislature learned of the death of Patrick R. "Pat" Pickens on Tuesday, June 7, 2016; and WHEREAS, Pat was a graduate of Baton Rouge High School and Louisiana State University; and WHEREAS, as a civil engineer, he worked for several state agencies; his longest tenure was spent at the Louisiana state capitol as the facilities manager; and WHEREAS, Pat loved the capitol, and he always strived to maintain the historical integrity of the building; and WHEREAS, Pat is truly missed by the members and staff of the legislature, many of whom were blessed to call him a friend, and he will always be remembered fondly for the Page 1 of 2 HCR NO. 3 ENROLLED genuine interest and regard he exhibited for those with whom he worked and for the diligent, consistent manner in which he provided invaluable assistance at the capitol day after day, year after year; and WHEREAS, he was preceded in death by his parents, Zedrick R. Pickens and Edwyne B. Pickens; and his brother, Frank R. O'Neill; and WHEREAS, Pat is survived by his wife, Nancy "Jeanie" Pickens; his son, Robert L. Pickens and his wife Toby; his daughter, Robyn E. Pickens Richmond and her husband Dave; his grandchildren, Lucien, Keira, Rebecca, Grace, David, and Darren; and his brothers, James S. O'Neill, Jr., and Clyde B. O'Neill; and WHEREAS, the debt of the people of Louisiana to Patrick R. "Pat" Pickens is indeed great, for he has left an indelible mark on the lives of not only those fortunate to know him but his influence will also be felt by all those who will walk the halls of the state capitol after him and feel the lasting impact of his wonderful legacy. THEREFORE, BE IT RESOLVED that the members of the Legislature of Louisiana does hereby express sincere and heartfelt condolences upon the death of their dear friend Patrick R. "Pat" Pickens, who served with distinction as the facilities manager at the state capitol; does hereby recognize and record for posterity his significant contributions and his generosity and kindness; and does hereby express the deep regret of the entire legislative family upon the loss of this extraordinary gentleman.
