SENATE CONCURRENT RESOL UTION NO. 9
BY SENATOR MIZELL 
CRIME/PUNISHMENT.  Requests the Louisiana State Law Institute to study and make
recommendations to the Louisiana Legislature regarding human trafficking.
1	A CONCURRENT RESOL UTION
2 To urge and request the Louisiana State Law Institute to study and make recommendations
3 regarding the feasibility of revisions or additions to present laws regarding human
4 trafficking.
5 WHEREAS, Senate Concurrent Resolution No. 27 of the 2013 Regular Session of
6 the Louisiana Legislature created and provided for the Joint Human Trafficking Study
7 Commission to study the conditions, needs, issues, and problems relative to human
8 trafficking in Louisiana and to recommend any action or legislation that the commission
9 deemed necessary or appropriate; and
10 WHEREAS, the Joint Human Trafficking Study Commission terminated on
11 January 10, 2014; and
12 WHEREAS, the Louisiana Legislature subsequently enacted several acts related to
13 human trafficking, including Act Nos. 554, 564, and 569 of the 2014 Regular Session, Act
14 Nos. 229, 327, and 509 of the 2015 Regular Session, and Act Nos. 269 and 298 of the 2016
15 Regular Session; and
16 WHEREAS, the Legislature could benefit from a comprehensive review of other
17 states' laws pertaining to human trafficking, specifically those with the goal of combating
18 and eliminating human trafficking and rehabilitating the victims thereof.

1 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
2 urge and request the Louisiana State Law Institute to study and make recommendations
3 regarding the benefit of enacting additional laws pertaining to human trafficking, specifically
4 those with the goal of combating and eliminating human trafficking and rehabilitating the
5 victims thereof.
6 BE IT FURTHER RESOLVED that the Louisiana State Law Institute shall submit
7 a written report of its findings, together with any recommendations in the form of proposed
8 legislation, to the Legislature of Louisiana no later than February 1, 2017.
9 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
10 Director of the Louisiana State Law Institute.
