2016 Second Extraordinary Session ENROLLED SENATE CONCURRENT RESOL UTION NO. 9 BY SENATORS MIZELL, ALARIO, APPEL, BARROW, CLAITOR, CORTEZ, DONAHUE, ERDEY, GATTI, HEWITT, JOHNS, LAFLEUR, LAMBERT, LONG, MARTINY, MILKOVICH, MILLS, MORRISH, PEACOCK, PERRY, GARY SMITH, TARVER, THOMPSON, WALSWORTH AND WHITE A CONCURRENT RESOL UTION To urge and request the Louisiana State Law Institute to study and make recommendations regarding the feasibility of revisions or additions to present laws regarding human trafficking. WHEREAS, Senate Concurrent Resolution No. 27 of the 2013 Regular Session of the Louisiana Legislature created and provided for the Joint Human Trafficking Study Commission to study the conditions, needs, issues, and problems relative to human trafficking in Louisiana and to recommend any action or legislation that the commission deemed necessary or appropriate; and WHEREAS, the Joint Human Trafficking Study Commission terminated on January 10, 2014; and WHEREAS, the Louisiana Legislature subsequently enacted several acts related to human trafficking, including Act Nos. 554, 564, and 569 of the 2014 Regular Session, Act Nos. 229, 327, and 509 of the 2015 Regular Session, and Act Nos. 269 and 298 of the 2016 Regular Session; and WHEREAS, the Legislature could benefit from a comprehensive review of other states' laws pertaining to human trafficking, specifically those with the goal of combating and eliminating human trafficking and rehabilitating the victims thereof. THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby urge and request the Louisiana State Law Institute to study and make recommendations regarding the benefit of enacting additional laws pertaining to human trafficking, specifically those with the goal of combating and eliminating human trafficking and rehabilitating the victims thereof. Page 1 of 2 SCR NO. 9 ENROLLED BE IT FURTHER RESOLVED that the Louisiana State Law Institute shall submit a written report of its findings, together with any recommendations in the form of proposed legislation, to the Legislature of Louisiana no later than February 1, 2017.
