SENATE RESOLUTION NO. 14
BY SENATORS BISHOP, ALARIO, APPEL, BARROW, BOUDREAUX, BROWN,
CARTER, COLOMB, LUNEAU, MARTINY, MILKOVICH, MILLS,
MIZELL, MORRELL, PETERSON AND WARD 
SENATE.  Designates August 27, 2016, as Milan Arriola Day.
1	A RESOLUTION
2 To designate August 27, 2016, as Milan Arriola Day in Louisiana to remember the life of
3 a beautiful, vivacious young woman whose life was ended by a tragic shooting.
4 WHEREAS, this will be a day of celebration and remembrance of the life of Milan
5 Domonique Arriola, born to her mother, Imani Nia Ruffins, a veteran officer with the New
6 Orleans Police Department, and her father, Roy Arriola Jr., a captain with the New Orleans
7 Fire Department, on August 27, 1994; and
8 WHEREAS, Milan Arriola was a beautiful, vivacious woman whose life ended far
9 too early in a tragic shooting in her native New Orleans on July 3, 2015; and
10 WHEREAS, Milan was a kind, loving young woman of only twenty, but her impact
11 on her family and friends indicate a woman with all the skills and determination necessary
12 to eventually realize her dream of opening a majorette academy for youth; and
13 WHEREAS, Ms. Arriola graduated from Warren Easton High School in 2012 and
14 had a partial scholarship offer to attend Loyola University to study criminal justice; and
15 WHEREAS, Milan was independent and committed to her own goals and she chose
16 the career path rather than college after high school graduation, working numerous jobs to
17 support herself and live on her own in an apartment; and
18 WHEREAS, while at Warren Easton High School, Milan was captain of the

1 majorette team and she skillfully led her majorettes with a genuine smile, exhibiting a strong
2 work ethic, and obvious enjoyment of life, always looking for the good in everyone and
3 every experience; and
4 WHEREAS, Milan was a free spirit with an audacious approach to life, never
5 fearing, but loving, celebrating, and spending time with her soul mate, Corey, her younger
6 brother Zavier, and her mother, with whom she communicated every day; and
7 WHEREAS, Milan was generous with her time and her love, what her mother called
8 "unconditional, heart-pounding, take your breath away" love, which she gave freely and
9 unselfishly; and
10 WHEREAS, Milan Domonique Arriola touched the hearts of countless people she
11 encountered in her too brief time in this life, but those encounters continue to live in and
12 comfort the hearts of those who miss her most.
13 THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
14 does hereby designate August 27, 2016, as Milan Arriola Day in Louisiana.
15 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to Imani
16 Ruffins and Roy Arriola, Milan's parents.
