SENATE RESOLUTION NO. 27

A RESOLUTION
To express the sincere condolences of the Senate of the Legislature of Louisiana upon the
death of Lacee' Brooke Richard.
WHEREAS, it is with deep regret and profound sorrow that the citizens of Louisiana
learned of the death of Lacee' Brooke Richard on June 8, 2016; and
WHEREAS, Lacee' Brooke Richard was born on August 7, 1987; and
WHEREAS, a native of Baton Rouge, she graduated from Louisiana School for the
Deaf in 2005, attended the Rochester Institute of Technology in Rochester, New York, and
on May 13, 2016, received a bachelor's degree of Interdisciplinary Studies from Louisiana
State University; and
WHEREAS, upon graduation from Louisiana State University, Miss Richard moved
to Ramsey, Minnesota, to seek employment; and
WHEREAS, Miss Richard had a zest for life and enjoyed traveling and experiencing
life to the fullest with her friends; and
WHEREAS, Lacee' Brooke Richard is survived by her loving and devoted mother,
Lacey Richard; her father, Jarvis McAllister; her loving companion, Sarah LeCavalier; a
stepsister, Randi Pippins Welborn; a stepbrother, Randall Pippins Jr.; and her beloved dogs,
Katniss and Chai; and
WHEREAS, she was preceded in death by her stepfather, Randy Pippins; maternal
grandparents, Russell and Jeanette Gonsoulin Richard; paternal grandparents, Mildred Buie
McAllister Hubbard and James McAllister, and a nephew, Zechariah Annen; and 
WHEREAS, with the death of Lacee' Brooke Richard, Louisiana has lost one of its
finest daughters, a quintessential southern young lady who loved her community and whose
accomplishments have left an indelible mark upon her community, state, and nation; and

WHEREAS, the death of Lacee' Brooke Richard has left a substantial void in the
Baton Rouge community and a sense of loss in the citizens whose lives she touched, and her
memory shall live forever in the minds and hearts of all those who knew and loved this
remarkable young lady.
THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
does hereby express sincere and heartfelt condolences upon the death of Lacee' Brooke
Richard and extends enduring appreciation for the tremendous pride and honor that she will
forever bring to the Baton Rouge community, the state of Louisiana, and the United States
of America.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
family of Lacee' Brooke Richard.
