Commends Phillips 66 Lake Charles Refinery upon the celebration of its 75th anniversary. 1 A RESOLUTION 2 To commend and congratulate the Phillips 66 Lake Charles Refinery on its seventy-fifth 3 anniversary of operation. 4 WHEREAS, the Phillips 66 Lake Charles Refinery is observing its 75th Anniversary 5 on June 24, 2016, with the theme, "Operation Safety-Decades of Excellence"; and 6 WHEREAS, the Phillips 66 Lake Charles Refinery (formerly Continental Oil 7 Company, Conoco and ConocoPhillips) was built in 1941 at a cost of $4.5 million; and 8 WHEREAS, located in Westlake, Louisiana, the refinery was originally designed to 9 process 7,500 barrels of crude oil per day to supply high-octane aviation fuel to WWII war 10 planes and included a 13-unit housing compound for managers and engineers nearby to 11 accommodate staff when the refinery came on line in 1941; and 12 WHEREAS, today the refinery processes 247,000 barrels of crude oil per day, most 13 of which is heavy sour and high acid synthetic crude; and 14 WHEREAS, the Lake Charles operation is situated on 690 acres and includes crude 15 distillation, fluid catalytic crackers, a hydrocracker, delayed coker, a reformer, and 16 hydrodesulphurization and sulfur recovery units; and 17 WHEREAS, the refinery facilities include a specialty coker and calciner, which 18 produce graphite petroleum coke for the steel industry; a 24-hour operation, the refinery Page 1 of 3 SR NO. 7 SLS 162ES-51 ORIGINAL 1 produces a variety of petroleum products for distribution throughout the United States, 2 including gasoline, diesel, jet fuel, propane, and petroleum coke; and 3 WHEREAS, the refinery also supplies feedstocks to Excel Paralubes, a joint venture 4 with Flint Hill Resources that produces base oils for lubricants; and 5 WHEREAS, products produced at the refinery are delivered by truck, rail, or major 6 common carrier products pipelines (partially owned by Phillips 66) which serve the Eastern 7 and Mid-Continent United States; and 8 WHEREAS, other facilities in the area include a Products Terminal, Transport 9 Terminal, Lake Charles Coke Handling, Lake Charles Pipe Line Company, Clifton Ridge 10 Marine Terminal and Pecan Grove Marine Terminal; and 11 WHEREAS, the Lake Charles refinery takes safety seriously and has processes and 12 procedures in place to direct refinery personnel and contractors to perform their job in the 13 safest manner possible with safety being engineered into the design of the equipment by 14 following Phillips 66 Required Engineering Practices (REPs); and 15 WHEREAS, routine maintenance and scheduled shutdowns (turnarounds) are a part 16 of normal operations to ensure safe and efficient equipment operation; and 17 WHEREAS, the stated values of Phillips 66 are safety, honor, and commitment with 18 an overall strategy of operating excellence, growth, returns, distribution, and high 19 performing organization; and 20 WHEREAS, the Phillips 66 Lake Charles Refinery is a strong economic force in 21 Southwest Louisiana with 773 employees, $111 million in payroll & benefits, $9.6 million 22 in Calcasieu taxes paid, and $71 million in material and services with Louisiana companies; 23 and 24 WHEREAS, Phillips 66 and its employees are active in numerous community 25 programs including but not limited to Partners in Education (Westlake and LaGrange High 26 School), United Way of Southwest Louisiana, Community Awareness and Emergency 27 Response, Bowl For Kids' Sake, Special Olympics, American Cancer Relay for Life, 28 Calcasieu Council On Aging Thanksgiving Baskets, Chemistry Expo, Chateau du Lac 29 Christmas Luncheon, Children's Miracle Network Dragon Races, and Trash Bash, and in 30 addition, Phillips 66 has its own Community Advisory Panel whose members represent Page 2 of 3 SR NO. 7 SLS 162ES-51 ORIGINAL 1 nearby neighbors, businesses, government, education and students. 2 THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana 3 hereby commends and congratulates the Phillips 66 Lake Charles Refinery on the occasion 4 of its seventy-fifth anniversary of operation. 5 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the 6 Phillips 66 Lake Charles Refinery.
