2016 Second Extraordinary Session ENROLLED SENATE RESOLUTION NO. 7 BY SENATORS JOHNS, MORRISH AND JOHN SMITH A RESOLUTION To commend and congratulate the Phillips 66 Lake Charles Refinery on its seventy-fifth anniversary of operation. WHEREAS, the Phillips 66 Lake Charles Refinery is observing its 75th Anniversary on June 24, 2016, with the theme, "Operation Safety-Decades of Excellence"; and WHEREAS, the Phillips 66 Lake Charles Refinery (formerly Continental Oil Company, Conoco and ConocoPhillips) was built in 1941 at a cost of $4.5 million; and WHEREAS, located in Westlake, Louisiana, the refinery was originally designed to process 7,500 barrels of crude oil per day to supply high-octane aviation fuel to WWII war planes and included a 13-unit housing compound for managers and engineers nearby to accommodate staff when the refinery came on line in 1941; and WHEREAS, today the refinery processes 247,000 barrels of crude oil per day, most of which is heavy sour and high acid synthetic crude; and WHEREAS, the Lake Charles operation is situated on 690 acres and includes crude distillation, fluid catalytic crackers, a hydrocracker, delayed coker, a reformer, and hydrodesulphurization and sulfur recovery units; and WHEREAS, the refinery facilities include a specialty coker and calciner, which produce graphite petroleum coke for the steel industry; a 24-hour operation, the refinery produces a variety of petroleum products for distribution throughout the United States, including gasoline, diesel, jet fuel, propane, and petroleum coke; and WHEREAS, the refinery also supplies feedstocks to Excel Paralubes, a joint venture with Flint Hill Resources that produces base oils for lubricants; and WHEREAS, products produced at the refinery are delivered by truck, rail, or major common carrier products pipelines (partially owned by Phillips 66) which serve the Eastern and Mid-Continent United States; and WHEREAS, other facilities in the area include a Products Terminal, Transport Terminal, Lake Charles Coke Handling, Lake Charles Pipe Line Company, Clifton Ridge Marine Terminal and Pecan Grove Marine Terminal; and Page 1 of 2 SR NO. 7 ENROLLED WHEREAS, the Lake Charles refinery takes safety seriously and has processes and procedures in place to direct refinery personnel and contractors to perform their job in the safest manner possible with safety being engineered into the design of the equipment by following Phillips 66 Required Engineering Practices (REPs); and WHEREAS, routine maintenance and scheduled shutdowns (turnarounds) are a part of normal operations to ensure safe and efficient equipment operation; and WHEREAS, the stated values of Phillips 66 are safety, honor, and commitment with an overall strategy of operating excellence, growth, returns, distribution, and high performing organization; and WHEREAS, the Phillips 66 Lake Charles Refinery is a strong economic force in Southwest Louisiana with 773 employees, $111 million in payroll & benefits, $9.6 million in Calcasieu taxes paid, and $71 million in material and services with Louisiana companies; and WHEREAS, Phillips 66 and its employees are active in numerous community programs including but not limited to Partners in Education (Westlake and LaGrange High School), United Way of Southwest Louisiana, Community Awareness and Emergency Response, Bowl For Kids' Sake, Special Olympics, American Cancer Relay for Life, Calcasieu Council On Aging Thanksgiving Baskets, Chemistry Expo, Chateau du Lac Christmas Luncheon, Children's Miracle Network Dragon Races, and Trash Bash, and in addition, Phillips 66 has its own Community Advisory Panel whose members represent nearby neighbors, businesses, government, education and students. THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana hereby commends and congratulates the Phillips 66 Lake Charles Refinery on the occasion of its seventy-fifth anniversary of operation.
