SENATE RESOLUTION NO. 9
BY SENATOR PERRY 
CONDOLENCES.  Expresses sincere condolences upon the death of Virgie Foreman.
1	A RESOLUTION
2 To express the sincere condolences of the Senate of the Legislature of Louisiana upon the
3 death of Virgie Mary Broussard Foreman.
4 WHEREAS, it is with deep regret and profound sorrow that the members of the
5 Senate of the Legislature of Louisiana learned of the passing of Virgie Mary Broussard
6 Foreman, of Indian Bayou, on June 9, 2016, at age ninety-four; and 
7 WHEREAS, she was born on June 16, 1921, to Armance Broussard Sr. and Ella
8 Schexneider; and 
9 WHEREAS, Virgie was an avid supporter of Louisiana Cooperative Extension
10 Service and 4-H, served as president on the parish, state and national levels of L.V.F.C, and
11 was inducted into the Louisiana 4-H Hall of Fame and the National 4-H Hall of Fame; and 
12 WHEREAS, as a 4-H volunteer over sixty-one years, beginning in 1955, she served
13 in many capacities from judging contests, including cookery contests, to mentoring students,
14 her positive attitude and conscientious demeanor bringing out the best in all; she served as
15 a 4-H club organizational leader at Indian Bayou Elementary for over twenty-five years; and
16 she assisted hundreds of children in exploring opportunities in 4-H; and 
17 WHEREAS, Virgie Foreman also served as president of the Vermilion Parish
18 Association for Family and Community Education and during her term, she helped establish

1 a scholarship fund that is awarded annually to a student enrolled in Agriculture or in a Home
2 Economics related field from which over twenty-six Vermilion Parish students have
3 benefitted, and she continued to serve on the fundraising and selection committees for this
4 scholarship fund; and 
5 WHEREAS, Virgie held a three-year chairman position as well as a three-year vice
6 chairman position on the Vermilion Parish 4-H Foundation, during which the foundation
7 raised $75,000 used to operate the parish 4-H program; and 
8 WHEREAS, she received the Supriya Jindal Foundation for Louisiana's Children
9 Award from then Louisiana First Lady Supriya Jindal; and 
10 WHEREAS, Virgie Foreman was preceded in death by her husband, Youngs
11 Foreman; parents, Armance Broussard Sr., and the former Ella Schexneider; brothers Oscar,
12 Lorman and Dalton Lormand, Lawrence "Sing" Broussard and Armance Broussard Jr.;
13 sisters, Verna Smith and Emma Stein; great-grandchild, Victor Gisclair; and
14 step-great-grandson, Shane Caldwell; and 
15 WHEREAS, she is survived by her three daughters, Gwendolyn Comeaux and her
16 husband Larry, Patricia Guidry and her husband McRay, and Peggy Gisclair and her husband
17 Larry; sister, Dorothy B. Menard; ten grandchildren; nineteen great-grandchildren; and three
18 great-great-grandchildren; and
19 WHEREAS, Virgie Foreman was a committed and dedicated citizen of Louisiana,
20 genuine and sincere in her efforts to assist the youth, always putting them first, who believed
21 that we were all put on this earth to do the best we can to the best of our abilities with a
22 positive attitude, and who will forever be remembered for her generosity and the joy she left
23 in the hearts of all she knew; and 
24 WHEREAS, the success of the state of Louisiana, the strength of our communities,
25 and the overall vitality of American society depends, in great measure, upon the dedication
26 of people like Virgie Mary Broussard Foreman who dedicated themselves and their lives to
27 children, and to making Louisiana a better place for future generations.
28 THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
29 does hereby extend sincere condolences upon the death of the Virgie Mary Broussard
30 Foremen.

1 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
2 family of Virgie Mary Broussard Foreman.
