HOUSE BILL NO. 1047

APPROPRIATIONS/SUPPLEML:  Supplemental appropriations for Fiscal Year 2015-2016
1	AN ACT
2To appropriate funds and to make certain reductions in appropriations from certain sources
3 to be allocated to designated agencies and purposes in specific amounts for the
4 making of supplemental appropriations for Fiscal Year 2015-2016; to provide for an
5 effective date; and to provide for related matters.
6Be it enacted by the Legislature of Louisiana:
7 Section 1. The following sums are hereby appropriated from the sources specified
8and in the amounts specified for the purpose of making supplemental appropriations for
9Fiscal Year 2015-2016.  Reductions are denoted in parentheses.
10	EXECUTIVE DEPARTMENT

12The commissioner of administration is hereby authorized and directed to increase the
13number of authorized positions in the Executive Administration program by one position.

3The commissioner of administration is authorized and directed to reduce the number of
4authorized positions for the State Human Capital Management Program as contained in Act
5No. 46 of the 2015 Regular Session of the Legislature by reducing the number of authorized
6positions by (1) position.
7 Section 2.A.  The appropriation contained in 05-252 OFFICE OF BUSINESS
8DEVELOPMENT of Act No. 16 of the 2015 Regular Session of the Legislature is hereby
9amended and reenacted to read as follows:
10 On page  44, delete lines 9 through 17 in their entirety
11 Section 2.B.  The appropriation contained in 20-951 LOUISIANA ECONOMIC
12DEVELOPMENT - DEBT SERVICE AND STATE COMMITMENTS of Act No. 16
13of the 2015 Regular Session of the Legislature is hereby amended and reenacted to read as
14follows:
15 On page 161, between lines 19 and 20, insert the following:
16 "Provided, however, that out of the State General Fund (Direct) appropriated herein,
17 the secretary of the Department of Economic Development is authorized and directed
18 to expend $300,000 from Louisiana Economic Development - Debt Service and State
19 Commitments for economic development in support of communities that are
20 impacted by the mission and population fluctuations at military installations affected
21 by the Federal Base Realignment and Closure Commission, including but not limited
22 to Fort Polk, Barksdale Air Force Base, the Naval Air Station Joint Reserve Base,
23 and Marine Forces Reserve located in Belle Chasse.  The Department of Economic
24 Development shall report to the Special Committee on Military and Veterans Affairs
25 no later than January 15, 2016, on the expenditure of the funds."
26 Section 2.C.  The appropriation to 07-270 ADMINISTRATION for the Highway
27Program contained in Act No. 26 of the 2015 Regular Session of the Legislature is hereby
28amended and reenacted to read as follows:
29 On page 28, delete lines 29 and 30 in their entirety and insert the following:
30 "Payable from the State General Fund by Interagency
31 Transfers from the Office of Motor Vehicles $18,000,000"
32 On page 28, at the end of line 41, change "$611,530,624" to "$612,530,624"
33 Section 3.  This Act shall become effective upon signature by the governor or, if not
34signed by the governor, upon expiration of the time for bills to become law without signature
35by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana.  If
36vetoed by the governor and subsequently approved by the legislature, this Act shall become
37effective on the day following such approval.

$7,916,105; Statutory Dedications by ($10,628,997); and Federal Funds by $7,879,245.
