Abstract:  Authorizes state institutions of higher learning to develop pilot programs to study the
growth, cultivation, or marketing of industrial hemp for agricultural or academic research.
Proposed law authorizes state institutions of higher learning to develop pilot programs to study the
growth, cultivation and marketing or industrial hemp for agricultural or academic research.
Proposed law authorizes the department to certify any institution of higher education to implement
the pilot program provided that the institution provides the department with the following: (1) the
location where the institution intends to grow or cultivate industrial hemp, (2) the institution's
research plan, and (3) the name and title of any employee or employees that will supervise the
program.
Proposed law requires the institution of higher education, after being certified by the department to
implement the pilot program, provides the La. State Police and the parish sheriff with the following
information: (1) the location where the institution intends to grow or cultivate industrial hemp and
(2) the name and title of any employee or employees that will supervise the program.
Proposed law requires the department to promulgate rules and regulations in accordance with the
Administrative Procedure Act to implement this Section.
Proposed law requires the institution that has been certified and granted the right to implement the
pilot program provides information detailing the results of their research upon request to the House
and Senate Committees on Agriculture, Forestry, Aquaculture and Rural Development.
Proposed law provides for definitions.
