MOTOR VEHICLES:  Defines autonomous technology for purposes of the Highway
Regulatory Act
1	AN ACT
2To enact R.S. 32:1(1.2), relative to motor vehicles; to define "autonomous technology" for
3 purposes of highway regulatory provisions; and to provide for related matters.
4Be it enacted by the Legislature of Louisiana:
5 Section 1.  R.S. 32:1(1.2) is hereby enacted to read as follows:
6 ยง1.  Definitions
7	When used in this Chapter, the following words and phrases have the
8 meanings ascribed to them in this Section, unless the context clearly indicates a
9 different meaning:

11	(1.2)(a)  "Autonomous technology" means technology installed on a motor
12 vehicle that has the capability to drive the vehicle on which the technology is
13 installed in high or full automation mode, without any supervision by a human
14 operator, with specific driving mode performance by the automated driving system
15 of all aspects of the dynamic driving task that can be managed by a human driver,
16 including the ability to automatically bring the motor vehicle into a minimal risk
17 condition in the event of a critical vehicle or system failure, or other emergency
18 event.
19	(b)  For purposes of this Paragraph, the following terms shall have the
20 meanings ascribed to them in this Subparagraph:

1	(i)  "Driving mode" means a type of driving scenario with characteristic
2 dynamic driving task requirements including but not limited to expressway merging,
3 high speed cruising, low speed traffic jam, or closed-campus operations.
4	(ii)  "Dynamic driving task" means the operational and tactical aspects of the
5 driving task, but not the strategic aspect of the driving task.
6	(iii)  "Operational" means steering, braking, accelerating, or monitoring the
7 vehicle and roadway.
8	(iv)  "Strategic" means determining destinations and waypoints.
9	(v)  "Tactical" means and includes but is not limited to responding to events
10 or determining when to change lanes, turn, or use signals.
