[R.S. 1:13(B) and 24:177(E)] HB 1161 Original 2016 Regular Session Dustin Miller Abstract: Revises the composition of the La. State Board of Nursing and provides for qualifications of board members. Present law provides that the La. State Board of Nursing, referred to hereafter as "the board", shall be composed of eight registered nurses appointed by the governor from a list of names submitted by the La. State Nurses Association, one certified registered nurse anesthetist appointed by the governor from a list of names submitted by the La. Association of Nurse Anesthetists, Ltd., and two physicians appointed by the governor from a list of names submitted by the La. State Medical Society who shall serve as ex officio members of the board and shall serve only as advisors and shall not vote. Proposed law revises the composition of the board provided in present law to remove the two nonvoting physician members and add in lieu thereof two members who are representatives of the consumers of the state at-large appointed by the governor, neither of whom shall be a nurse, and both of whom shall be voting members. Proposed law requires that each consumer member of the board possess all of the following qualifications: (1)Is a citizen of the United States and has been a resident of La. for at least one year immediately prior to appointment. (2)Has attained the age of majority. (3)Has never engaged in any activity directly related to the practice of professional nursing. (4)Has never been convicted of a felony. Present law provides that the board shall be composed, in part, of three members who are in areas of nursing practice other than nursing service administration or nursing education and one advanced practice registered nurse. Proposed law revises present law to provide that the board shall be composed, in part, of three members who are in areas of nursing practice other than nursing service administration or nursing education, one of whom shall be an advanced practice registered nurse, and one certified registered nurse anesthetist. Present law requires the board to establish reasonable fees for issuance and renewal of licenses and permits, and provides that such fees shall not exceed $100. Proposed law retains present law and stipulates that such fees shall not exceed $100 per calendar year. (Amends R.S. 37:914(B)(1), 916, 917, and 927(A))
