MTR VEHICLE/LICEN PLATES:  Creates the "United States Merchant Marine Academy"
specialty license plate
1	AN ACT
2To enact R.S. 47:463.188, relative to motor vehicle special prestige license plates; to provide
3 for the "United States Merchant Marine Academy" specialty license plate; to provide
4 for the creation, issuance, and design of such license plates; to authorize the
5 promulgation of rules and regulations relative to the creation and implementation of
6 a special prestige plate; and to provide for related matters.
7Be it enacted by the Legislature of Louisiana:
8 Section 1.  R.S. 47:463.188 is hereby enacted to read as follows:
9 ยง463.188.  Special prestige license plate; United States Merchant Marine Academy,
10	Kings Point
11	A.  The secretary of the Department of Public Safety and Corrections shall
12 establish a special prestige motor vehicle license plate for the United States
13 Merchant Marine Academy.  The plate shall be restricted to use on passenger cars,
14 pickup trucks, vans, and recreational vehicles.
15	B.  The secretary shall work in conjunction with the United States Merchant
16 Marine Academy KP New Orleans Alumni Chapter to select the color and design of
17 the plate, provided that it is in compliance with all requirements of R.S.
18 47:463(A)(3).

1	C.  The special prestige license plate shall be issued, upon application, to any
2 graduate of the United States Merchant Marine Academy who resides in Louisiana
3 in the same manner as any other motor vehicle license plate.
4	D.  The first special prestige license plate shall be reserved for purchase at
5 the direction of the United States Merchant Marine Academy KP New Orleans
6 Alumni Chapter.
7	E.  The department shall collect an annual royalty fee of twenty-five dollars
8 that shall be disbursed in accordance with Subsection E of this Section.  This fee
9 shall be in addition to the standard motor vehicle license tax imposed by Article VII,
10 Section 5 of the Constitution of Louisiana, and a handling fee of three dollars and
11 fifty cents for each plate to be retained by the department to offset a portion of
12 administrative costs.
13	F.  The annual royalty fee collected by the department shall be forwarded to
14 the United States Merchant Marine Academy KP New Orleans Alumni Chapter or
15 its successor organization.
16	G.  The secretary shall adopt rules and regulations as are necessary to
17 implement the provisions of this Section.

Proposed law requires the secretary of the Dept. of Public Safety and Corrections to issue
special prestige license plates for the United States Merchant Marine Academy.
Proposed law provides the license plate shall be issued, upon application, to any graduate
of the United States Merchant Marine Academy who resides in Louisiana in the same
manner as any other motor vehicle license plate.
Proposed law requires the initial plate be reserved for purchase at the direction of the United
States Merchant Marine Academy KP New Orleans Alumni Chapter.

handling fee of $3.50 for each plate, to be retained by the department to offset a portion of
administrative costs.
Proposed law requires the monies collected by the department be forwarded to the United
States Merchant Marine Academy KP New Orleans Alumni Chapter or its successor
organization.
