HLS 16RS-441 ENGROSSED 2016 Regular Session HOUSE BILL NO. 217 BY REPRESENTATIVE HOFFMANN TEACHERS/CERTIFICATION: Provides for the granting of educational leadership certification by the State Bd. of Elementary and Secondary Education 1 AN ACT 2To enact R.S. 17:429, relative to educational leadership certification; to provide for the 3 qualifications for educational leadership certification; to require that an individual 4 who meets the qualifications shall be granted an educational leadership certificate 5 by the State Board of Elementary and Secondary Education for employment as a 6 supervisor, director, or coordinator of special education; and to provide for related 7 matters. 8Be it enacted by the Legislature of Louisiana: 9 Section 1. R.S. 17:429 is hereby enacted to read as follows: 10 ยง429. Educational leadership certification; qualifications 11 The State Board of Elementary and Secondary Education shall grant an 12 individual who meets all of the following criteria an educational leadership 13 certificate indicating eligibility for employment as a supervisor, director, or 14 coordinator of special education for a public school system: 15 (1) Has completed a graduate degree program from a regionally accredited 16 institution of postsecondary education. 17 (2) Has completed at least two hundred forty hours of leadership experiences 18 at the school or district level as defined by the State Board of Elementary and 19 Secondary Education pursuant to rules and regulations. HLS 16RS-441 ENGROSSED HB NO. 217 1 (3) Has achieved a passing score on the School Leaders Licensure 2 Assessment or other equivalent assessment as determined by the State Board of 3 Elementary and Secondary Education pursuant to rules and regulations. 4 (4) Holds a valid Louisiana ancillary certificate and meets any of the 5 criteria for an evaluation coordinator in any of the following areas pursuant to State 6 Board of Elementary and Secondary Education rules and regulations: 7 (a) Assessment teacher, educational consultant, or educational diagnostician. 8 (b) Certified school psychologist. 9 (c) Speech-language pathologist, speech and hearing therapist, or speech- 10 hearing-language specialist. 11 (d) Qualified school social worker. 12 (e) Audiologist. 13 (5) Has at least three years of experience working with students in his area 14 of certification. Proposed law provides that a person who meets all of the following criteria shall be granted an educational leadership certificate by the State Board of Elementary and Secondary Education (BESE) indicating eligibility for employment as a supervisor, director, or coordinator of special education for a public school system: (1)Has completed a graduate degree program from a regionally accredited institution of postsecondary education. (2)Has completed at least 240 hours of leadership experiences at the school or district level as defined by BESE. (3)Has achieved a passing score on the School Leaders Licensure Assessment or equivalent as determined by BESE. Relative to the eligibility criteria for educational leadership certification: (a)Change the completion of a graduate degree program in education to completion of a graduate degree program. (b)Change the holding of a valid La. ancillary teaching certificate to holding a valid La. ancillary certificate and meeting the criteria for an evaluation coordinator in certain specified areas. (c)Add having at least three years of experience working with students in his area of certification.
