HOUSE BILL NO. 323

PUBLIC LANDS/STATE:  Authorizes the transfer of state property in Morehouse Parish
1	AN ACT
2To authorize and provide for the transfer of certain state property; to authorize the transfer
3 of certain state property in Morehouse Parish; to provide for the property description;
4 to provide for reservation of mineral rights; to provide terms and conditions; to
5 provide an effective date; and to provide for related matters.
6Be it enacted by the Legislature of Louisiana:
7 Section 1.  The secretary of the Department of Wildlife and Fisheries and the
8commissioner of administration, notwithstanding any other provision of law to the contrary,
9are hereby authorized and empowered to convey, transfer, assign, lease, or deliver any
10interest, excluding mineral rights, the state may have to all or any portion of the following
11described parcel of property to Kenneth W. Cook, Jr., and Annie S. Cook:
12 A certain tract of property located in Section 36, Township 20 North, Range 5 East,
13 in Morehouse Parish, Louisiana and more particularly described as follows:
14 Beginning at the Southwest corner of Section 36, Township 20 North, Range 5 East,
15 then run East 1380 feet to a point, then North 59 Degrees, 17 Minutes, West 1600
16 feet to a point, then South 800 feet to the point of the beginning, containing
17 approximately 12.60 acres.
18 Section 2.  The secretary of the Department of Wildlife and Fisheries and the
19commissioner of administration are hereby authorized to enter into such agreements,
20covenants, conditions, and stipulations and to execute such documents as necessary to
21properly effectuate any conveyance, transfer, assignment, lease, or delivery of title,

1excluding mineral rights, to the property described in Section 1 of this Act, and as more
2specifically described in any such agreements entered into and documents executed by and
3between the secretary of the Department of Wildlife and Fisheries and the commissioner of
4administration and Kenneth W. Cook, Jr., and Annie S. Cook, in exchange of consideration
5proportionate to the appraised value of the property.
6 Section 3.  This Act shall become effective upon signature by the governor or, if not
7signed by the governor, upon expiration of the time for bills to become law without signature
8by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana.  If
9vetoed by the governor and subsequently approved by the legislature, this Act shall become
10effective on the day following such approval.
