Provides for the establishment of an unmanned aerial system registration and licensing
fees.
Present law requires each applicant applying for a license to operate an unmanned aerial
system in the course of an agricultural commercial operation to complete an agricultural
education and safety training course administered by the Louisiana cooperative extension
service.
Proposed law adds Southern University Agricultural Research and Extension Center as an
entity that may administer the agricultural education and safety training course.
Proposed law authorizes the commissioner to establish, by rule, a registration fee for
unmanned aerial systems not to exceed $100.  Requires the rule be adopted in accordance
with the Administrative Procedure Act (APA).
Proposed law authorizes the commissioner to establish an agricultural education and safety
training course fee not to exceed $50, payable to the La. State University Agricultural Center
or the Southern University Agricultural Research and Extension Center for conducting the
agricultural education and safety training course required in present law.  Requires the rule
be adopted in accordance with the APA.

1. Authorize the commissioner to establish a licensing fee not to exceed $50,
payable to the La. State University Agricultural Center for conducting the
agricultural education and safety training course required in present law.
2. Make a technical change.
The House Floor Amendments to the engrossed bill:
1. Decrease the proposed registration fee from $500 to $100.
2. Add Southern University Agricultural Research and Extension Center to the
entities that may administer an agricultural education and safety training course
and receive payment for administering the course.
