HOUSE BILL NO. 344

BESE:  Creates the State Board of Elementary and Secondary Education Student Advisory
Board
1	AN ACT
2To enact R.S. 17:2.2 and R.S. 36:651(T)(7), relative to a student advisory board for the State
3 Board of Elementary and Secondary Education; to create the State Board of
4 Elementary and Secondary Education Student Advisory Board; to provide for the
5 purpose and duties of the advisory board; to provide relative to membership,
6 appointment, qualifications, terms, vacancies, and compensation; to provide for
7 effectiveness; and to provide for related matters.
8Be it enacted by the Legislature of Louisiana:
9 Section 1.  R.S. 17:2.2 is hereby enacted to read as follows:
10 §2.2.  Student advisory board; creation; purpose; membership; terms; duties
11	A.  There is hereby created the State Board of Elementary and Secondary
12 Education Student Advisory Board.  The student advisory board shall act as a liaison
13 between elementary and secondary education students and the State Board of
14 Elementary and Secondary Education, hereafter in this Section referred to as "the
15 state board", in order to provide for an improved learning environment for students
16 in the state.
17	B.  The student advisory board shall consist of eight members, one appointed
18 by each elected member of the state board from the member's election district.  Each
19 student advisory board member shall be appointed for a one-year term that begins
20 on September first, and a member may be reappointed only once.  To be eligible for

1 appointment, a student shall be in grade ten, eleven, or twelve, have a grade point
2 average of at least a 3.5 on a 4.0 scale, and be in good academic and moral standing
3 as certified by the student's high school principal.  Each member of the student
4 advisory board shall maintain a grade point average of at least a 3.5 on a 4.0 scale.
5 Failure to maintain the required average and any school disciplinary action taken
6 against a member of the student advisory board, including but not limited to school
7 suspension or expulsion, are grounds for immediate removal of the student from the
8 advisory board.
9	C.  A vacancy on the student advisory board shall be filled in the manner
10 provided in Subsection B of this Section.
11	D.  The student advisory board shall establish bylaws that shall include but
12 not be limited to the following:
13	(1)  The board's mission, vision, and governance procedures including
14 domicile and meeting locations.
15	(2)  Procedures for providing advice and assistance to the state board, the
16 state superintendent of education, and others on issues affecting the education of
17 Louisiana's students.
18	(3)  Any other provision as the advisory board deems necessary.
19	E.  Membership on the student advisory board shall be voluntary, and a
20 student shall not receive compensation for serving on the board.
21 Section 2.  R.S. 36:651(T)(7) is hereby enacted to read as follows:
22 §651.  Transfer of boards, commissions, departments, and agencies to Department

4 Section 3.  This Act shall become effective upon signature by the governor or, if not
5signed by the governor, upon expiration of the time for bills to become law without signature
6by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana.  If
7vetoed by the governor and subsequently approved by the legislature, this Act shall become
8effective on the day following such approval.

Abstract:  Creates the State Board of Elementary and Secondary Education Student
Advisory Board.  Provides for the advisory board's purpose, duties, membership,
terms, and compensation.
Proposed law creates the State Board of Elementary and Secondary Education Student
Advisory Board to act as a liaison between elementary and secondary education students and
the State Board of Elementary and Secondary Education (BESE).  Provides that the student
advisory board shall consist of eight members, one appointed by each elected member of
BESE from the BESE member's election district.  Provides for one-year terms; a member
may be reappointed one time only.  Provides for qualifications and conditions for removal
from the advisory board.  Provides that vacancies shall be filled in the manner provided in
proposed law for original appointment.  Requires the advisory board to establish bylaws that
include the board's mission, vision, and governance procedures, including domicile and
meeting locations, and procedures for providing advice and assistance to BESE, the state
superintendent of education, and others on issues affecting education.  Specifies that
membership on the student advisory board shall be voluntary and students shall not receive
compensation.
Effective upon signature of governor or lapse of time for gubernatorial action.
