PUBLIC BLDGS/GROUNDS-ST: Renames East Louisiana State Hospital at Jackson as the
Warren Taylor Price, Jr. State Hospital
1 AN ACT
2To amend and reenact R.S. 17:1607, R.S. 28:21(A), 22.7(A), and 25.1(A), R.S.
3 36:259(C)(10), and R.S. 40:2142(A), relative to East Louisiana State Hospital; to
4 rename East Louisiana State Hospital as Warren Taylor Price, Jr. State Hospital; and
5 to provide for related matters.
6Be it enacted by the Legislature of Louisiana:
7 Section 1. R.S. 17:1607 is hereby amended and reenacted to read as follows:
8 §1607. Medical scholarship; recipient to serve as physician at the forensic unit of
9 East Louisiana State Hospital
10 Upon the recommendation of the director of the forensic unit of the East
11 Louisiana Warren Taylor Price, Jr. State Hospital at Jackson and subsequent
12 approval by the medical school of the Louisiana State University and Agricultural
13 and Mechanical College the board of supervisors of the Louisiana State University
14 and Agricultural and Mechanical College shall award annually a four year
15 scholarship to the medical school of the Louisiana State University and Agricultural
16 and Mechanical College. The recipient of any such scholarship may attend the
17 medical school without the necessity of paying tuition, matriculation, registration,
18 laboratory, athletic, medical or other special fees, and may receive a stipend from the
19 board of supervisors. No person shall be awarded any such scholarship unless such
20 person agrees to serve as a physician at the forensic unit of the East Louisiana

1 Warren Taylor Price, Jr. State Hospital at Jackson at the rate of pay provided in
2 appropriate civil service pay schedules for a period of two years after such person is
3 awarded a certificate to practice medicine in the state of Louisiana. Any person
4 awarded such a scholarship shall pay back to the state of Louisiana all funds received
5 from such a scholarship if he fails to complete this required two year service or a pro
6 rata percentage of funds received if he completes less than two years service.
7 Section 2. R.S. 28:21(A), 22.7(A), and 25.1(A) are hereby amended and reenacted
8to read as follows:
9 §21. State hospitals for persons with mental illness and addictive disorders
10 A. The hospital at Jackson, known as the East Louisiana Warren Taylor
11 Price, Jr. State Hospital, the hospital at Pineville, known as the Central Louisiana
12 State Hospital, and the hospital at Mandeville, known as the Southeast Louisiana
13 Hospital, are designated as the hospitals for persons with mental illness and addictive
14 disorders until such time as separate or other hospitals are established. The assistant
15 secretary of the office of behavioral health of the department may reorganize and
16 consolidate the administration of the hospitals or facilities, including the Feliciana
17 Forensic Facility, the Greenwell Springs Hospital, and the New Orleans Adolescent
18 Hospital as necessary to comply with the provisions of the State Mental Health Plan.

20 §22.7. Geriatric hospitals and units
21 A. The department may establish and administer geriatric hospitals or units
22 to receive and care for persons who are elderly or infirm who have been discharged
23 by a hospital for persons with mental illness and for other persons who are elderly
24 or infirm and in need of nursing and medical care. Such hospitals or units may be
25 established on sites designated by the department, provided that no such geriatric
26 hospital or unit may be established on any site located more than five air miles from
27 the administrative office of East Louisiana Warren Taylor Price, Jr. State Hospital
28 or more than one air mile from the administrative office of Central Louisiana State

1 Hospital. Persons admitted to such geriatric hospitals or units or their responsible
2 relatives shall pay the cost of their maintenance and care.

4 §25.1. Establishment of Feliciana Forensic Facility; authorization to establish
5 forensic facilities in New Orleans, Baton Rouge, Shreveport, and Alexandria
6 A. The forensic unit at East Louisiana Warren Taylor Price, Jr. State
7 Hospital is hereby declared to be a separate and distinct facility from East Louisiana
8 Warren Taylor Price, Jr. State Hospital and hereafter shall be known as the Feliciana
9 Forensic Facility.

11 Section 3. R.S. 36:259(C)(10) is hereby amended and reenacted to read as follows:
12 §259. Transfer of agencies and functions to Department of Health and Hospitals

14 C. The following agencies, as defined by R.S. 36:3, are transferred to and
15 hereafter shall be within the Department of Health and Hospitals, as provided in Part
16 II of Chapter 22 of this Title:

20 Section 4. R.S. 40:2142(A) is hereby amended and reenacted to read as follows:
21 §2142. Geriatric hospitals and units

4 Section 5. The Louisiana State Law Institute is hereby directed to change all
5references to the "East Louisiana State Hospital" to the "Warren Taylor Price, Jr. State
6Hospital" throughout the Louisiana Revised Statutes of 1950.
7 Section 6. This Act shall become effective upon signature by the governor or, if not
8signed by the governor, upon expiration of the time for bills to become law without signature
9by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If
10vetoed by the governor and subsequently approved by the legislature, this Act shall become
11effective on the day following such approval.

Present law provides that the hospital at Jackson, known as the East Louisiana State
Hospital, the hospital at Pineville, known as the Central Louisiana State Hospital, and the
hospital at Mandeville, known as the Southeast Louisiana Hospital, are designated as the
hospitals for persons with mental illness and addictive disorders until such time as separate
or other hospitals are established.
Proposed law retains present law but renames the East Louisiana State Hospital as the
Warren Taylor Price, Jr. State Hospital.
Proposed law changes references in present law from the East Louisiana State Hospital to
the Warren Taylor Price, Jr. State Hospital.
Proposed law directs the La. State Law Institute to change all references in present law from
the East Louisiana State Hospital to the Warren Taylor Price, Jr. State Hospital.
Effective upon signature of governor or lapse of time for gubernatorial action.
