HOUSE BILL NO. 454

CONTRACTS:  Provides for reporting, review, and approval by the Joint Legislative
Committee on the Budget of certain professional, personal, and consulting service
contracts
1	AN ACT
2To amend and reenact R.S. 39:1590(A)(introductory paragraph), relative to professional,
3 personal, and consulting services procurement; to provide for contracts reported to
4 and reviewed and approved by the Joint Legislative Committee on the Budget; to
5 provide for an effective date; and to provide for related matters.
6Be it enacted by the Legislature of Louisiana:
7 Section 1.  R.S. 39:1590(A)(introductory paragraph) is hereby amended and
8reenacted to read as follows: 
9 ยง1590.  Approval of certain professional, personal, and consulting services contracts
10	for Fiscal Year 2015-2016 through Fiscal Year 2017-2018
11	A.  In Fiscal Year 2015-2016 through 2017-2018, the commissioner of
12 administration, in consultation with the state chief procurement officer, shall report
13 each contract for professional, personal, and consulting services with a total dollar
14 amount of forty twenty-five thousand dollars or more per year that is funded solely
15 with state general fund (direct) or the Overcollections Fund and is for discretionary
16 purposes to the Joint Legislative Committee on the Budget for review and approval
17 prior to the effectiveness of the contract.

1 Section 2.  This Act shall become effective upon signature by the governor or, if not
2signed by the governor, upon expiration of the time for bills to become law without signature
3by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana.  If
4vetoed by the governor and subsequently approved by the legislature, this Act shall become
5effective on the day following such approval.

Abstract:  Changes the criteria of professional, personal, and consulting service contracts
that are required to be reported, reviewed, and approved by the Joint Legislative
Committee on the Budget for Fiscal Year 2015-2016 through Fiscal Year 2017-2018.
Present law for FY 15-16 through FY 17-18, establishes a process that all contracts for
professional, personal, and consulting services totaling $40,000 or more per year which are
funded solely with the state general fund (direct) or the Overcollections Fund and are for
discretionary purposes are reported, reviewed, and approved by the JLCB.  
Proposed law reduces the amount of the contracts that are reported, reviewed, and approved
by JLCB from contracts for professional, personal, and consulting services totaling $40,000
or more per year to contracts for professional, personal, and consulting services totaling
$25,000 or more per year. 
Effective upon signature of governor or lapse of time for gubernatorial action.
