[R.S. 1:13(B) and 24:177(E)] HB 454 Reengrossed 2016 Regular Session Richard Abstract: Changes the criteria of professional, personal, consulting, and social services contracts that are required to be reported, reviewed, and approved by the Joint Legislative Committee on the Budget for Fiscal Year 2015-2016 through Fiscal Year 2017-2018. Present law for FY 2015-2016 through FY 2017-2018, establishes a process that all contracts for professional, personal, and consulting services totaling $40,000 or more per year which are funded solely with the state general fund (direct) or the Overcollections Fund and are for discretionary purposes are reported, reviewed, and approved by the JLCB. Proposed law reduces the amount of the contracts to be reported, reviewed, and approved by JLCB from contracts for professional, personal, and consulting services totaling $40,000 or more per year to contracts for professional, personal, and consulting services totaling $25,000 or more per year. Further adds social services contracts totaling $25,000 per year to the types of contracts to be reported, reviewed, and approved by JLCB. Effective upon signature of governor or lapse of time for gubernatorial action. (Amends R.S. 39:1590(A)(intro. para.)) Summary of Amendments Adopted by House The House Floor Amendments to the engrossed bill: 1. Add social services contracts to the types of contracts to be reported, reviewed, and approved by the JLCB.
