[R.S. 1:13(B) and 24:177(E)] HB 464 Original 2016 Regular Session Bishop Abstract: Provides for inspection fees for jurisdictional gas pipeline systems and hazardous liquids pipelines. Present law provides for an annual pipeline inspection fee of not more $22.40 per mile or $400 per pipeline facility, whichever is greater. Specifies that the fee is subject to annual review by the commissioner of conservation. Proposed law changes the fee from $22.40 per mile to $1 per service line. Proposed law retains the present law alternative fee of $400 per pipeline facility, whichever is greater. Proposed law provides an annual safety inspection fee not to exceed $44.80 per mile of pipeline used in a jurisdictional gas pipeline system, or $800 per pipeline facility, whichever is greater, imposed on all distributors of jurisdictional gas which own or operate any jurisdictional gas gathering or transmission system. Specifies that the fee is subject to annual review by the commissioner of conservation. Present law establishes an annual inspection fee on hazardous liquid pipelines to fund safety regulations of such pipelines. Specifies that the maximum fee is $22.40 per mile of pipeline or $400 per pipeline facility, whichever is greater. Provides that the fee is subject to annual review by the commissioner of conservation. Requires the commissioner to annually review the fee amount and authorizes the commissioner to revise it up to $22.40. Proposed law increases the fee from not to exceed $22.40 per mile or $400 per pipeline facility, whichever is greater to not to exceed $44.80 per mile or $800 per pipeline facility, whichever is greater.
