[R.S. 1:13(B) and 24:177(E)] HB 465 Reengrossed 2016 Regular Session Bishop Abstract: Provides for fees collected by the Dept. of Natural Resources, office of conservation, for exploration and productions waste. Proposed law repeals certain fees collected by the office of conservation as follows: Fee Present Transfer stations regulatory fee for exploration $ 2,500 and production waste Authorization for after-hours disposal $ 150 of exploration and production waste Commercial facility transfer station application$ 1,500 Commercial facility annual closure plan and cost$ 300 estimate review Commercial facility reuse material applications$ 300 Proposed law authorizes a monthly fee payable to the office of conservation of two cents per barrel of exploration and production waste delivered from the original generator of the waste to the following facilities: 1. Office of conservation permitted off-site commercial facilities. 2. Transfer stations permitted by the office of conservation for waste transfer to out-of-state treatment or disposal facilities. 3. Any other legally permitted Louisiana off-site waste storage, treatment, or disposal facilities also approved by the office of conservation for the receipt of exploration and production waste. Proposed law prohibits exploration and production waste from including produced brine, produced water, or salvageable hydrocarbons bound for permitted salvage oil operators.
