HOUSE BILL NO. 472

ARCHITECTS:  Provides relative to the Louisiana Architecture Education and Research
Fund
1	AN ACT
2To enact R.S. 37:144(G), relative to powers and authority of the Louisiana State Board of
3 Architectural Examiners; to establish the Louisiana Architecture Education and
4 Research Fund; to restrict use of the fund; to regulate awards; to require annual
5 reports; to provide for severability; to provide for effectiveness; and to provide for
6 related matters.
7Be it enacted by the Legislature of Louisiana:
8 Section 1.  R.S. 37:144(G) is hereby enacted to read as follows: 
9 ยง144.  Powers, authority, and domicile of board

11	G.(1)  The board may allocate up to ten percent of all license renewal and
12 delinquent fees each fiscal year to a fund to be named the Louisiana Architecture
13 Education and Research Fund.  The purpose of the fund is to better prepare students
14 for internships and future careers as architects by authorizing the board to make
15 awards to universities in this state accredited by and in good standing with the
16 National Architectural Accrediting Board (NAAB).
17	(2)  The fund shall be used exclusively for one or more of the following in
18 order to improve architectural education and the licensure of student interns in this
19 state:

1	(a)  Integration of practice and education in the professional NAAB degree
2 curriculum.
3	(b)  Implementation of a path to licensure resulting in an architectural license
4 at the time of graduation from a NAAB-accredited professional degree program.
5	(c)  Facilitation of enrollment and completion of training requirements for the
6 Intern Development Program (IDP) as administered by the National Council of
7 Architectural Registration Boards (NCARB).
8	(d)  Assistance of students and interns in preparation for the taking of the
9 Architectural Registration Exam (ARE).
10	(e)  Methods for raising awareness of the responsibilities of architects and of
11 the ways that public health, safety, and welfare are impacted by architects.
12	(3)  An accredited university architectural program shall submit an annual
13 proposal and budget, including any information deemed necessary by the board, to
14 be considered for any award from the board.
15	(4)  The board shall submit an annual report to the appropriate legislative
16 oversight committee regarding its allocation of monies from the fund for the
17 preceding fiscal year.
18 Section 2.  If any provision of this Act or the application thereof is held invalid, such
19invalidity shall not affect other provisions, or applications of this Act which can be given
20effect without the invalid provisions, or applications, and to this end the provisions of this
21Act are hereby declared severable.
22 Section 3.  This Act shall become effective upon signature by the governor or, if not
23signed by the governor, upon expiration of the time for bills to become law without signature
24by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana.  If
25vetoed by the governor and subsequently approved by the legislature, this Act shall become
26effective on the day following such approval.

Abstract:  Provides for and regulates use of the Louisiana Architecture Education and

Present law enumerates powers and describes the authority of the State Bd. of Architectural
Examiners (board).
Proposed law authorizes the board to allocate up to 10% of all license renewal fees and
delinquency fees each fiscal year to a fund to be named the Louisiana Architecture
Education and Research Fund (fund).
Proposed law clarifies the purpose of the fund.
Proposed law declares that the fund shall be used exclusively for one or more of the
following in order to improve architectural education and the licensure of student interns in
this state:
(1)Integration of practice and education in the professional National Architectural
Accrediting Board (NAAB) degree curriculum.
(2)Implementation of path to licensure resulting in an architectural license at the time
of graduation from a NAAB-accredited professional degree program.
(3)Facilitation of enrollment and completion of training requirements for the Intern
