STUDENTS:  Provides relative to the collection and sharing of certain student information
1	AN ACT
2To amend and reenact R.S. 17:3914(C)(2)(introductory paragraph) and to enact R.S.
3 17:3914(C)(2)(f), relative to student information; to authorize officials or employees
4 of a city, parish, or other local public school system to provide student information
5 in certain circumstances; and to provide for related matters.
6Be it enacted by the Legislature of Louisiana:
7 Section 1.  R.S. 17:3914(C)(2)(introductory paragraph) is hereby amended and
8reenacted and R.S. 17:3914(C)(2)(f) is hereby enacted to read as follows: 
9 ยง3914.  Student information; privacy; legislative intent; definitions; prohibitions;

14	(2)  Beginning August 1, 2015, no No official or employee of a city, parish,
15 or other local public school system shall provide personally identifiable student
16 information to any member of the school board or to any other person or public or
17 private entity, except such an official or employee may, in accordance with
18 applicable state and federal law:

1	(f)  Provide student information in a health or safety emergency as necessary
2 to mitigate detrimental effects of the emergency.

Abstract:  Authorizes officials or employees of a city, parish, or other local public school
system to provide student information in emergencies.
Present law provides the protection of student information by public schools.
Present law provides that no official or employee of a local public school system shall
provide personally identifiable student information to any member of the school board or to
any other person or public or private entity.  Present law further provides that such an
official or employee may, in accordance with applicable state and federal law, provide
certain information in certain circumstances.  Proposed law authorizes the provision of
student information in a health or safety emergency; otherwise retains present law.
