Abstract: Authorizes the Bd. of Regents to manage higher education programs and functions as it
determines necessary to improve efficiency.
Present constitution creates the Bd. of Regents to plan, coordinate, and have budgetary responsibility
for all public postsecondary education. Grants the board specific powers and provides that powers
not granted to the Bd. of Regents are reserved to the individual system management boards.
Proposed constitutional amendment authorizes the Bd. of Regents to plan, manage, and coordinate
particular postsecondary education programs and functions as the board determines necessary to
improve the efficiency of institutions or systems or both.
Provides for submission of the proposed amendment to the voters at the statewide election to be held
Nov. 8, 2016.
