RETIREMENT/TEACHERS:  Provides relative to the reemployment of retired school nurses in
positions covered by the Teachers' Retirement System of La.
Report rejects Senate amendments which would have:
1. Changed the mandatory benefit suspension period immediately following retirement from
present law 12 months to 36 months except for a retiree filling a critical shortage position or
one who returned to work under the provisions of present law prior to May 15, 2016.
Report amends the bill to:
1. Provide relative to a funding source.

Present law generally provides that a retiree of TRSL may not return to work in a position covered
by the system and continue to receive retirement benefits while reemployed.  Further provides
exceptions to present law.
Present law authorizes a retiree to return to work as a substitute classroom teacher, an adjunct
professor, or an instructor in an adult literacy program and to continue to receive his benefit check;
however, the allowable employment earnings of such retiree are capped at 25% of his benefit
amount.  Proposed law retains present law and adds school nurses (as provided for in present law)
to the list of positions that a retiree may return to subject to a 25% earnings limitation.
Present law requires each local public school system to employ at least one school nurse certified
by the State Bd. of Elementary and Secondary Education.  Provides that the number of school nurses
shall not exceed a statewide average of one certified school nurse for each 1,500 students.  Provides
that a school nurse is responsible for performing health care services that are required by state law
and guidelines established by the Dept. of Education and that comply with the rules and regulations
of the La. Bd. of Nursing. Effective July 1, 2016.
