BUDGETARY CONTROLS: Provides relative to the allocation of expenditures of the state
operating budget
1 AN ACT
2To amend and reenact R.S. 39:57.1(B) and to enact R.S. 39:57.1(C), relative to state
3 expenditures; to provide for initial expenditure allocations of the operating budget;
4 to provide for approval of changes to initial expenditure allocations; to provide for
5 an effective date; and to provide for related matters.
6Be it enacted by the Legislature of Louisiana:
7 Section 1. R.S. 39:57.1(B) is hereby amended and reenacted and R.S. 39:57.1(C) is
8hereby enacted to read as follows:
9 ยง57.1. Allocation of expenditures; notice and approval of changes

11 B. Additionally, the commissioner may shall review and approve the initial
12 allocation of expenditures by category for each appropriation for a fiscal year.
13 C. The Joint Legislative Committee on the Budget shall be provided prior
14 written notification, including detailed justification, of any planned changes or
15 transfer of funds from one category of expenditure to another category. The initial
16 allocation of expenditures may not be changed nor shall any funding be transferred
17 between expenditure categories without prior approval of the committee.
18 Section 2. This Act shall become effective on July 1, 2016; if vetoed by the governor
19and subsequently approved by the legislature, this Act shall become effective on July 1,
202016, or on the day following such approval by the legislature, whichever is later.

Abstract: Provides for initial allocation of the state operating budget by expenditure
category and requires approval of the Joint Legislative Committee on the Budget for
change of the initial allocation.
Present law requires the commissioner of administration to notify each budget unit of the
amount of appropriations contained in the General Appropriation Act and permits the
commissioner to review and approve the initial allocation of expenditures for a fiscal year.
Proposed law changes the review and approval of the commissioner of administration of the
initial allocation of expenditures by category from a permissive review and approval to a
mandatory review and approval.
Proposed law further requires prior approval of the Joint Legislative Committee on the
Budget to change the initial allocation of expenditures or transfer funds between categories.
Effective July 1, 2016.
