[R.S. 1:13(B) and 24:177(E)] HB 721 Reengrossed 2016 Regular Session Schroder Abstract: Provides for initial allocation of the state operating budget by expenditure category and requires approval of the Joint Legislative Committee on the Budget for change of the initial allocation. Present law requires the commissioner of administration to notify each budget unit of the amount of appropriations contained in the General Appropriation Act and permits the commissioner to review and approve the initial allocation of expenditures for a fiscal year. Proposed law changes the review and approval of the commissioner of administration of the initial allocation of expenditures by category from a permissive review and approval to a mandatory review and approval. Proposed law further requires prior approval of the Joint Legislative Committee on the Budget to change the initial allocation of expenditures or transfer funds between categories. Effective July 1, 2016. (Amends R.S. 39:57.1(B); Adds R.S. 39:57.1(C)) Summary of Amendments Adopted by House The House Floor Amendments to the engrossed bill: 1. Clarify that a change in the initial allocation of expenditures requires prior approval of the Joint Legislative Committee on the Budget.
