HB 758 Reengrossed 2016 Regular Session	Pugh
Abstract:  Provides an inspection fee for student transportation vehicles.  Requires a $20 inspection
fee beginning on Jan. 1, 2017.  Provides for distribution of the inspection fees collected.
Proposed law provides an inspection fee of $20 for student transportation vehicles beginning Jan.
1, 2017.  The $20 fee must be distributed as follows:  $14.75 remains with the inspection station
operator; $4 must be transferred to the office of state police for traffic law enforcement purposes;
and $1.25 must be transferred to the office of motor vehicles for motor vehicle and financial
responsibility programs.
Effective Jan. 1, 2017.

Summary of Amendments Adopted by House
The Committee Amendments Proposed by House Committee on Transportation, Highways and
Public Works to the original bill:
1. Provide that the $4 to be distributed to office of state police from the $20 fee to be
charged for a student transportation vehicle inspection shall be used for traffic law
enforcement rather than for law enforcement.
2. Remove proposed law which would have provided that the fee to be charged for a student
transportation vehicle inspection to be the same as that charged for the inspection of
commercial motor vehicles beginning on Jan. 1, 2018.
3. Make technical changes and clarifications.
4. Provide that the effective date of proposed law is Jan. 1, 2017. The House Floor Amendments to the engrossed bill:
1. Provide that the motor vehicle inspection station operator who performs the inspection
will retain $14.75 of the total fee rather than $14.25.
2. Require $1.25 be transferred to the office of motor vehicles for expenses associated with
motor vehicle and financial responsibility programs rather than $1.75.
